Duties

Help
  • Plans, organizes, and directs the activities of the School of Strategic Force Studies (AFIT).
  • The incumbent is responsible for planning, directing and controlling operations of all academic activities and the effective management of the school's resources to include an annual operating budget of over $8M.
  • Develops goals and objectives that integrate organization and administration objectives relative to successful completion of the academic programs.
  • Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines.
  • Exercises supervisory personnel management responsibilities.
  • In the capacity of Associate Dean, the incumbent indirectly supervises three departments at the GS-14 or Colonel/LtCol-level.
  • Represents the School of Strategic Force Studies (AFIT) with a variety of installation and functional area organizations.
  • Serves as lecturer. Provides lectures as requested in those courses taught by the school. May be required to direct senior-level courses or seminars.

  • In accordance with the provisions of the Joint Ethics Regulation, the incumbent of this position must file an Executive Branch Confidential Financial Disclosure Report, Standard Form (SF) 450, on an annual basis
  • An advanced degree and professional experience in a cognizant discipline is highly desired
  • This position requires extensive knowledge of education management and/or nuclear deterrence operations
  • Must possess extensive experience in the selection of appropriate techniques and technologies for a wide variety of educational requirements
  • Must demonstrate initiative and originality in formulating educational policies and procedures where none exist
  • Initial appointment is under Schedule B appointing authority, Excepted Appointment Not-to-Exceed 3 years
  • At the time of the expiration of the initial appointment an employee who adequately demonstrates professional competence can be extended in increments of 1, 2 or 3 years or for an indefinite period
  • The appointment cannot be converted to a permanent tenure in the competitive service
  • Current federal civilian employees may apply for this position; if selected, a break in service of at least 3 days may be required prior to appointment to this position if on a permanent or indefinite position

Qualifications

In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

BASIC QUALIFICATIONS:
A. Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position.

OR

B. Equivalent combination of education and experience -- courses equivalent to a major in Education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade (GS-14) or equivalent pay band: Specialized Experience for this position is experience in administration of an academic program, education management and/or nuclear deterrence operations AND in formulating educational policies and procedures where none exist.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of the educational processes and the ability to direct the development of curriculum to meet customer's requirements. Must be able to develop, resource, and manage undergraduate, graduate and professional continuing education curriculum in compliance with Air University and AETC processes and procedures.
2. Mastery of knowledge relevant to the education of the nuclear enterprise to include nuclear deterrence operations and/or nuclear command and control communications and be familiar with space and cyber operations.
3. Extensive academic and managerial knowledge, experience and competence, and a recognized leader in any of a wide-array of fields relevant to the nuclear enterprise. Must have the ability to judge educational needs in relations to capabilities and limitations.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing.
7. Ability to plan, organize, and direct the School's functions and mentor, motivate, and appraise the faculty and staff of the organization both directly and through subordinate department heads.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
