Summary

This position is located in the Office of Systems, Office of Digital Transformation (ODT), Woodlawn, MD.

Serve as a recognized technical expert in the Systems Analysis, Customer/User Experience, Discovery, Software Design, User Accessibility, IT planning, IT investments, IT Project Governance and Quality Assurance of programmatic, management information (MI), and administrative systems. As a technical expert the specialist takes the lead on various projects and performs a wide range of duties.

Duties

Help
  • Provides ongoing evaluation of activities in functional area(s) of responsibility. Identifies the need for changes in operation, emphasis, priorities, planning, training, or methodologies and makes recommendations to remedy the situation.
  • Serves as an agency-wide resource person in providing technical support and advice concerning Customer/User Experience, Discovery, Software Design, User Accessibility, IT planning, IT investments, and/or IT Project Governance and Quality Assurance.
  • Provides guidance on work involved in applying analytical processes to planning, designing, and implementing new or improved information systems to meet organizational needs.
  • Initiates and develops procedures and guidelines in area of responsibility and expertise.
  • As regulations or policies are changed at higher levels, assesses their impact and initiates or recommends necessary revisions to local guidelines and policies.
  • Provides technical support to co-workers in analyzing systems external and internal specifications to determine whether requirements are correctly represented and to ensure conformance with performance specifications.

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following IT-related competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition, applicants must demonstrate 52 weeks of specialized experience at or equivalent to the GS-12 level (or above) in the federal service that is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such IT-related experience must include ALL of the following:
  1. applying best practices and industry research to both define interaction standards and build pattern libraries;
  2. creating interaction prototypes using tools/software such as, HTML/CSS, Axure RP or Adobe XD, to evaluate effectiveness of design standards; AND
  3. developing and/or conducting training on design systems implementation.
This experience must be IT-related and may be demonstrated by paid or unpaid experience or completion of specific, intensive training (for example, Trusted Tester certification), as appropriate.
