Major Duties: This is not an all-inclusive list

A AMMUNITION INSPECTOR, WG-6501-8/9, 1. Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Assists in the inspection and classification of ammunition throughout the state. Inspects small arms ammunition to ensure segregation of ball and blank ammunition.
2. Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. Sets up and operates specialized Ammunition Peculiar Equipment (APE).
3. Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation and/or reports.
4. Assists in the National Level Ammunition Capability (NLAC) resupply and excess management process as required. Receives shipments of all types of ammunition. Inspects conveyances carrying incoming/outgoing ammunition for damage, proper lot numbers, compatibility of contents, and compliance with directives and regulations.
5. General knowledge of ammunition processes, regulations, and inspection requirements. Develops technical expertise through schooling, technical publications and personal experience of ammunition processes, regulations and inspection requirements. Assists with inspections and audits.

CONDITIONS OF EMPLOYMENT

  • Minnesota Army National Guard Membership is required. if you are not sure you are eligible for military membership, please contact a Army National Guard recruiter prior to applying for this position. Applicants who are not currently a member of the MN Army National Guard must be eligible for immediate membership and employment in the Army National Guard in the military grade listed in this announcement.
  • Selectee will be required to wear the military uniform.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check.
  • Incumbent must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations
  • This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.
  • Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120)

MILITARY COMPATIBILITY:
Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.

The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard.

Qualifications

MILITARY GRADES: Enlisted

Failure to obtain a compatible MOS may result in termination of employment.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.
WG-08 - Experience or training handling and the ability to learn how to destroy explosives and toxic materials; follow safety procedures in the handling of ammunition, explosives and toxic materials. Experience which demonstrates the ability to use radial monitoring instruments, photographs, chemical analyses and x-ray equipment.
WG-09- Experience interpreting wiring diagrams and facility blueprints, as well as scale indications in a toxic or radioactive environment. Experience planning work sequences and determining the requirements for serviceability of equipment, and knows the impact of repairs on related integral devices. Experience interpreting technical publications with the ability to assist subordinates or other employees in interpreting technical publications applicable to the detection, identification and destruction of numerous types of explosives and toxic materials.

REMARKS: No PCS available. The military grade of the supervisor must equal or exceed the grade of personnel supervised. Sensitivity Level 2. Participation in direct deposit is mandatory. Incumbent must possess and maintain a current state driver's license.

AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.


Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To ensure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
