This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.

As a PROGRAM MANAGER (ACQUISITION) at the GS-0340-14/15 some of your typical work assignments may include:

  • Serve as a Program Manager overseeing an ACAT Program of Record.
  • Oversee all aspects of an assigned program and ensure assignments are completed timely, accurately, on budget, and within program parameters.
  • Provide program direction for a cross-functional team of technical experts.
  • Report to leadership when assigned program is lagging in timelines, exceeds budget, or has project integrity issues.
  • Exercises delegated authority to direct and oversee the overall planning, direction and timely execution of the assigned programs.
  • Identifies technical and programmatic issues and initiates resolution.
  • Prepares execution plans.
  • Reviews and approves Statements of Work (SOWs), Procurement Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Interagency Cost Reimbursable Orders (IACROs) for consistency with technical and programmatic objectives.
  • Conducts special studies and/or preparation of special reports required by higher authority.
  • Continually assesses overall project performance and initiates new or remedial action to eliminate or mitigate problems.
  • Assembles, validates, and disseminates results of all activities.
  • Searches for and evaluates relevant documents and activities to determine potential opportunities for leveraging or collaboration with other organizations.
  • Conducts in-depth technical and program reviews.
  • Reviews and prepares authoritative input to the Planning, Programming, and Budgeting Execution (PPBE) process.
  • Reviews and evaluates programs for adequacy, ensures compliance with contracts and recommends program changes or restructuring.
  • Creates formal presentations and briefings, prepares authoritative analyses and reports.
  • Directs all actions necessary to implement assigned program(s), identifies technical and programmatic issues and initiates resolution.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Experience managing multiple discipline areas to successfully execute programs, particularly information technology (IT) programs related to data analysis.
  • Experience delivering capability to users, which involves delivering on challenging cost, schedule, and performance baselines.
  • Experience with planning, programming, budgeting, and execution.
  • Experience with financial/programmatic analysis, including monitoring, reporting on, and shaping cost/schedule/performance.
  • Experience briefing stakeholders on program background, courses of action, and recommendations.
  • Experience w/Counter-Threat Networks-related programs/efforts, defined as those involving the analysis of data to help illuminate people, places, or things involved in the procurement, proliferation, or use of weapons counter to U.S. interests.

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Experience understanding multiple discipline areas to successfully execute programs, particularly information technology (IT) programs related to data analysis.
  • Experience in delivering capability to users, which involves delivering on challenging cost, schedule, and performance baselines.
  • Experience with planning, programming, budgeting, and execution.
  • Experience with financial/programmatic analysis, including monitoring, reporting on, and shaping cost/schedule/performance.
  • Experience w/Counter-Threat Networks-related programs/efforts, defined as those involving the analysis of data to help illuminate people, places, or things involved in the procurement, proliferation, or use of weapons counter to U.S. interests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

Incumbent is required to submit a Financial Disclosure Statement, OGE 450, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

This is an Acquisition Workforce position in the Program Management career field. The incumbent will be required to become certified, Level Advanced in the applicable career field within 4 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

The incumbent must meet requirements for membership in the DoD Acquisition Corps immediately upon assuming the position unless a position requirements waiver is approved. The incumbent is required to sign a written agreement to remain in this CAP for a minimum of 3 years. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily or intermittently telework.
