Duties

Help
  • You will serve as a Telecommunications Manager at Fleet Network Operations Branch, Naval Computer and Telecommunications Station (NCTS), Hampton Roads providing primary oversight of the Fixed Submarine Broadcast System (FSBS).
  • You will serve as the central point for management and oversight of four Detachments in the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT) Area of Responsibility (AOR).
  • You will be responsible for the oversight of all the operations and administration of the Detachments and their manning.
  • You will provide operational direction/reporting and day-to-day guidance regarding current site operations.
  • You will ensure NCTS Hampton Roads FSBS Watch Station coordinates site operational action with respective Broadcast Control Authority (BCA) and report outages at NCTAMSLANT Joint Fleet Telecommunications Operation Center (FJTOC).
  • You will assist with root case analysis as required by applicable instructions and draft Casualty Report (CASREP) messages.
  • You will coordinate the resolution of mission circuit outages, and track site maintenance schedules and authorized service interruptions (ASI).
  • You will deploy to FSBS sites to cover temporary site Technical Director (TD) gaps or ensure another qualified person travels to the site to provide the government presence/oversight.
  • You will complete initial Contracting Officers Representative (COR) training to gain knowledge of how to interact with contractors when deployed to cover TD gaps.
  • You will oversee site TD execution of their Industrial Security Programs for about 43 contractors.
  • You will coordinate inspections and assessments for each site, including providing temporary, augmented on-site support and oversee the preparation of corrective action reports and action lists.
  • You will serve as the immediate supervisor to Civilian Division Heads in the Operations Department at NCTS Hampton Roads.
  • You will approve leave, set performance standards and rate for performance as well as counsel for performance deficiencies and conduct problems.
  • You will develop training plans for employees, interview and select candidates for vacancies, propose changes to Position Descriptions for classification review, recommend and approve employees for ince3ntive awards and reassignments or promotions.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

-Experience coordinating operational reporting requirements and issues with departments and other officers.
-Experience managing inspections and assessments for multiple locations, including providing temporary, augmented on-site support and overseeing preparation of corrective action reports and lists.

-Experience measuring performance of contracts as a Contracting Officer Representative and providing technical direction and guidance.
-Experience applying risk management processes in accordance with the latest guidance on risk management.

-Experience setting employees' performance standards and counseling for deficiencies and conduct problems.


This position is within the Work Category SUPERVISION and MANAGEMENT at Work Level SENIOR, Series and Grade GG-0391-13.
