Summary

This position serves as a Regional subject matter expert on tribal affairs as it relates to the implementation and operation of FNS programs. Incumbent supports collaboration across FNS programs to develop recommendations on the direction, goals, and objectives of FNS programs implemented by tribes or tribal organizations.

Help
  • Reviews and provides expert analysis of the statutes, regulations, and policies that impact the health and nutrition systems serving American Indians and Alaska Natives to determine the impact on program operations and management.
  • Establishes and maintains working relationships with key national and regional organizations representing the health interests of American Indians and Alaska Natives.
  • Develops and maintains a documented network of contacts within tribal organizations and other constituent-based groups.
  • Researches and analyzes information and develops recommendations to implement strategic initiatives, partnerships and outreach initiatives that address the concerns and special needs of American Indians and Alaska Natives.
  • Participates in and may lead formal management evaluation reviews of tribal organizations operating FNS programs.
  • Works with review team to develop written reports of findings, recommendations, negotiates corrective action, and conducts post-review evaluation of corrective action.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

To qualify at the GS-13 level you must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in federal service or equivalent experience. Specialized experience is defined as:

  1. Developing recommendations for leadership on the direction, goals and objectives of programs implemented by tribal organizations;
  2. Reviewing and analyzing statutes, regulations and policies that impact the health and nutrition systems serving American Indians and Alaska Natives to determine program operations and management; and
  3. Analyzing, monitoring, commenting and/or recommending changes on issues impacting nutrition assistance programs serving American Indians and Alaska Natives.
In addition, all applicants must demonstrate the following Selective Placement Factor: Experience working in, with and/or for Tribal governments, tribal entities, and/or tribal organizations.

To meet this requirement, the resume submitted must clearly demonstrate the following experiences:
  • Communicated effectively to demonstrate knowledge of Native American Indian cultures, treaties, and agreements with respect to critical issues facing Native American Indian tribes;
  • Partnered with Native American Indian tribal governments who have diverse interests, concerns, issues, and values that are often specific to individual tribes; and
  • Evaluated the content of new or modified legislation (federal/tribal/state) for projected impact upon organizational programs and resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
