Duties

Help
  • Receives inquiries and charges/complaints of employment discrimination under the federal statues enforced by the Commission.
  • Interviews potential charging parties, informs them of their administrative and legal rights and responsibilities under the laws enforced by the Commission, and conducts a preliminary review of information gathered to determine jurisdiction.
  • Obtains documentary and testimonial evidence that is relevant and material to the resolution of the issues under investigation through witness interviews and affidavits, written requests for information, on-site investigations, research, etc.
  • Conducts on-site investigations during which the respondent facilities are inspected, witnesses are interviewed, and personnel and other records are examined and copied.
  • Drafts charges and complaints for review and approval of supervisor and takes affidavits of charging parties/complainants, as appropriate.
  • Drafts a thorough and well-written report of investigative findings citing specific testimonial and/or documentary evidence, as well as applicable case law, policies and precedents relied upon.

Qualifications

This appointment will be made under the noncompetitive College Graduate hiring authority. To be eligible an applicant must have received a bachelor's or advanced degree within 2 years of applying for employment under this authority. For these purposes, the college graduate must obtain a baccalaureate or graduate degree (i.e. master's, Ph.D., or J.D) from an institution of higher education in accordance with section 101(a) of the Higher Education Act of 1965, as codified at 20 U.S.C. 1001(a) within the previous two years (or within 60 days of the closing date of this announcement) or in the case of an individual who has completed a period of not less than four years of intervening obligated service in a uniformed service, not later than two years after the date on which the individual was released or discharged from that uniformed service.

Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service or meet the education requirement or have an equivalent combination of education and experience. Specialized experience is experience in or directly related to the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


To Qualify for the GS-7: You must have at least one year of specialized experience, equivalent to the GS-05 level in the Federal service, such as:

  • Assisting with investigative duties designed to develop information, with planning and conducting investigations, with refining investigative methods and techniques used.
  • Assisting with fact gathering, that resulted in preparing a written report of the facts.
  • Writing in a clear, concise, and organized manner.
OR One full year of graduate level education directly related to the position.

OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements or membership in a National Scholastic Honor Society.

Equivalent combinations of education and experience are qualifying for this grade level.

To meet the College Graduate Eligibility requirements, an applicant must have received a baccalaureate or graduate degree (i.e. master's, Ph.D., or J.D) within the past two years or will be earning such degree no later than 30 days after the closing date of this announcement. Or in the case of an individual who has completed a period of not less than four years of intervening obligated service in a uniformed service, not later than two years after the date on which the individual was released or discharged from that uniformed service.

ATTENTION VETERANS: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying using the College Graduate Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty.
