As a SECURITY SPECIALIST (PROTECTION), GS-0080-12, duties include:

1. Serves as the JFHQ-State authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement. Serves as the focal point to coordinate, de-conflict, and integrate various force protection staff initiatives, policies, and activities within the state. Serves as consultant to the Adjutant General, JFHQ-State, and unit commanders on protection. Establishes working relationships with local, state, and federal law enforcement agencies operating within the state on behalf of the Adjutant General. Conducts intelligence integration and information operations to assess potential threat and creates JFHQ-State integrated protection program. Prepares protection plans, templates and planning tools for subordinate units, writes comprehensive all hazard plans, directs the use of active, and passive security measures, and incorporates random antiterrorism measures to protect personnel, installations and Geographically Separated Units (GSU's), conducts protection resource management to prioritize and generate protective measure. Reviews practices and activities to ensure compliance with directives and integration with other security and related programs. Provides recommendations, briefings, updates, and staff studies across a broad range of security specialties to influence installation-level decision-making and policy development. (30%)

2. Responsible for synchronizing daily operations and integration, coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT), Intelligence Support to Antiterrorism, Emergency Management (EM), Insider Threat, Law Enforcement (LE), Mission Assurance (MA), and Physical Security (PS) for the State. Integrates sub-functional areas and develops a holistic protection program that meets the Adjutant General's objectives, Army National Guard (ARNG), Air National Guard (ANG), National Guard Bureau (NGB), Army regulatory, and Air Force Instruction requirements. Involves all measures related security for all state installations, facilities, arms/munitions storage activities, and personnel. Often interprets broad, non-specific higher headquarters directives for ARNG/ANG applicability and implementation. When U.S., DoD, NGB, Unified Commands, Army and Air Force directives are not specific, formulates local protection procedures and policies based on unique command and operational needs. On a regular basis, accomplishes assignments requiring application of new concepts and theories to security problems not susceptible to treatment by accepted security measures or procedures. (25%)

3. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Must review classified information and determine what information constitutes law enforcement sensitive information. Responsible for the declassification of military intelligence that is deemed law enforcement sensitive and requires dissemination to local, state, or federal law enforcement agencies operating within the state. (15%)

4. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities. Works with engineers to assess and sign off on all construction projects within the state to ascertain that protection construction standards are complied with. Activities assessed may encompass all security specialties. Analyzes data to identify physical and operations security compliance or non-compliance, vulnerabilities, trends, strengths, and benchmarks. Determines, formulates, coordinates, and implements specific JFHQ-State guidance and actions to correct security deficiencies, overcome vague or competing requirements, promote the growth of sound security procedures, and justify major fiscal expenditures and procurement of needed security technology, security aids and equipment, manpower, and infrastructure. (10%)

5. Performs other duties as assigned.

Qualifications

As required by Executive Order 14043, employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

AREA 1 ONLY

DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Army National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Maximum: O4; Minimum: O3; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

Compatibility requirements must be met prior to appointment to the position. Selectee has 24 months to become qualified in a compatible military assignment.

Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.

Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.

Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE: Must possess at least 36 months experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements.

SPECIALIZED EXPERIENCE: The organizational location of this position is in the Joint Force Headquarters, Office of the Adjutant General, personal staff. This position serves as the State's force protection security specialist for anti-terrorism and related physical and operational security programs' policies. Must successfully complete the military approved Level II Anti-terrorism Training Course within first 90 days of appointment to the applicable position description. To qualify, must have experience in formulating and implementing plans and processes, overcoming obstacles and conflicts, and managing the state's force protection and anti-terrorism programs. Must have expert experiences in reviewing, analyzing, and assessing law enforcement sensitive information. Experienced in managing and directing assigned program areas, conducting studies and reviews; and, writing, publishing and implementing force protection policies and projects. Knowledgeable in security program specialties to include physical, personnel, and operational security. Experienced in correctly identifying and resolving conflicting and complex policy and program objectives, and procedures within the security functional area. Experienced in the specialized field of force protection and anti-terrorism, and physical and operations security. Has comprehensive, authoritative knowledge of Executive Orders, legislation, and Department of Defense, National Guard Bureau, United States Army, US Air Force, Major Commands and Major Components' policy requirements. Experienced in formulating comprehensive and integrated state force protection programs; and experienced in applying regulatory requirements and reducing command specific vulnerabilities. Competent to apply innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel. Knowledgeable of law enforcement and security policy requirements and procedures. Possess communication skills to develop organizational working relationships and able to manage program segments with diverse military, civilian, professional, and technical populations. Capable and skilled to provide recommendations for making key decisions and policy development on short and long term security planning. Competent on a broad range of security program relationships, as well as, has significant experiences in applying appropriate policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associated elements of physical security and information security. Has a working knowledge of DoD Regulation 5240.1-R, Executive Order 12333, Air Force Instruction 10-114, and Army Regulation 380-10. Competent to manage and work with classified operational security information. Has the competence to effectively articulate and efficiently provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons. Experienced in computer programs and maintains expert computer working skills to write reports, access the internet to research intelligence reports and current world events, and to maintain command level Security programs.

Education

EDUCATION REQUIREMENTS:
An undergraduate degree from an accredited college/university is mandatory. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must attend the ARNG Security Manager Course within 12 months of hire

2. Must obtain the Security Professional Certification(s) within 24 months of hire

3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position

4. Must be able to obtain and maintain a Top-Secret security clearance

5. May occasionally be required to work other than normal duty hours; overtime may be required

6. This is an Army National Guard dual status technician position which requires military membership

7. The incumbent may be required to travel in military and/or commercial vehicles to perform temporary duty assignments
