Supply Technician/81582A

The selected applicant will serve as a Supply Technician with the Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics (OPAL), National Acquisition Center (NAC), Service and Distribution Center, Logistics Service. As such, the selected employee will provide administrative support by purchasing supplies and equipment to support the daily operations of the Service and distribution Center.

The main duties include but are not limited to:

  • Purchasing of supplies, material, equipment, bio-medical repair tools, non-managed items, services, and maintenance through small purchase procedures.
  • Assures timely delivery of purchases in direct support of operational requirements of the Service and Distribution Center, Logistics Service, and Office of Acquisition and Logistics.
  • Manages and orders forms, office supplies, warehouse items, calendars, paper stock, furniture, and facility maintenance service contracts by issuing payments certified by the contracting officer and calls vendors for unscheduled services.
  • Provides work in direct support of an administrative area such as human resources, budget, procurement, purchasing and reconciliation, management analysis of operating program.
  • Performs clerical level work to acquire supplies and services to meet the purchase, rental, or lease needs of an organization.
  • Functions as a Delegated Ordering Officer with authority to issue delivery and task orders under firm fixed price, competitively negotiated Blanket Purchase Agreements executed by the National Acquisition Center.
  • Make recommendations relative to price adjustments, deviations from contract terms and conditions, delivery schedules and changes, supplemental agreements, change orders, and other related matters.

Common office equipment is used such as a desktop computer, fax machine, copier, and printers.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
  • Thorough knowledge of organization missions, objectives, and procedures; the relationship with and support requirements of other program areas, e.g., acquisition, logistics, and other procurement programs.
  • Detailed knowledge of Acquisition Regulations, and General Services Administration Acquisition
  • Knowledge of contract administration principles, policies, and regulations, and procedures to administer contracts, all of which are applicable to the simplified acquisition procedures
  • Comprehensive knowledge of bio-medical repair tools, maintenance equipment, warehouse items, supply, transportation costs, production capacity, availability of storage facilities, and anticipated requirements.
  • Knowledge of word processing programs (e.g. Microsoft (MS) Office, MS-Word, Excel, PowerPoint and knowledge of the operation of computer equipment. The incumbent must be skilled in oral and written communications.
  • Knowledge and experience with facility maintenance service contracts to include present and potential sources of supply/service, stability of markets, effects of general price trends, economic factors

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
