The incumbent will serve under the Pathways Recent Graduate Program and will perform various developmental duties and responsibilities as assigned. The incumbent will receive informal and on-the-job training which are intended to enhance individual technical competencies.

Duties include at the full performance level GS-13 but not limited to:

  • Assisting Criminal Investigators in the planning, coordinating, and conducting civil, criminal investigations and qui tams, including those of an extremely complex nature.
  • Analyzing data from a variety of sources to develop trends, patterns, profiles, estimates, studies, and tactical information utilizing established intelligence techniques.
  • Assisting in interviews with program officials, health care providers, and other Federal and State investigative staff.
  • Conducting highly complex analyses which may impact other cases nationwide and include multi-jurisdictions.

Positive Education Requirement: This position has a position education requirement, as indicated below. A complete transcript showing relevant coursework and degrees must be submitted with your application package. A list of completed courses or incomplete transcripts will not be accepted.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

GS-07 Specialized Experience: For the GS-07 applicants must have 1 year of specialized experience equivalent to the GS-05 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience providing (1) Conducting queries of law enforcement systems; and (2) researching and analyzing basic program issues; and (3) Communicating in writing and verbally with domestic and/or foreign law enforcement. OR

Have 1 year of graduate-level education or superior academic achievement. One year of graduate experience is 18 semester hours. You must submit a copy of your unofficial transcripts to support your claim. NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education; OR

Have a combination of graduate education as described in and specialized experience as described in above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. You must submit your unofficial transcript to support your claim. NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education.

GS-09 Specialized Experience: For the GS-09 applicants must have 1 year of specialized experience equivalent to the GS-07 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience providing (1) Researching and applying investigative policies and procedures; and (2) Assists in interviews; and (3) Conducts queries and data analysis utilizing law enforcement systems.OR

Have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (Eighteen semester hours is generally equivalent to one year of graduate education). NOTE: Applicants must submit supporting transcripts if qualifying based on education. OR

Have a combination of graduate level education as described in "B" above and specialized experience as described in "A" above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required under letter A above. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. (For example, 9 semester hours of creditable graduate work equals 50% of the education required.) Add the two percentages together. The total must equal at least 100 percent to qualify. The first 18 semester hours may not be credited towards specialized experience. NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Eligibility: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

Training and Development:

  • Orientation program for Recent Graduates hired for the program
  • Mentorship throughout the program.
  • Individual Development Plan to create and track Recent Graduates' career planning, professional development, and training activities.
  • At least 40 hours of formal, interactive training each year of the program.
  • Positions offer opportunity for career advancement.
After Program Completion:

Recent Graduates may be converted to a permanent position (or, in some limited circumstances, a term appointment lasting 1-4 years).To be eligible for conversion, Recent Graduates must have:
  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrated successful job performance.
  • Met the qualifications for the position to which the Recent Graduate will be converted.
This position is for Recent Graduates (RG) who have completed within the previous two years a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduate Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. In no event, however, may the individuals eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

This is an excepted service appointment expected to last one year under the OIG Pathways Recent Graduate Program. After the RG successfully completes the one year developmental program and meets the OPM Qualification Standards for a Investigative Analyst, OIG may non competitively convert the RG to a term appointment for 1 to 4 years or permanent appointment in the competitive service.

Note: Conversion is not guaranteed or an entitlement and is based on the needs of OIG. At the agency's discretion, this position may allow for promotion eligibility. Upon conversion the Investigative Analyst, GS-1805 has promotion potential to the GS-13 grade level. Applicants must meet all the qualification requirements, including education, described below within 60 days of the closing date of this announcement. Recruitment Incentive: Payment for relocation incentives will not be authorized for this position.
