The Bureau for Humanitarian Assistance (BHA) provides global leadership in humanitarian response, by saving lives, alleviating suffering, and lessening the impact of disasters while providing the foundations for transformative change and self-reliance. BHA fulfills USAID's role as the lead U.S. Government Agency for responding to emergencies and disasters overseas with both food and non-food emergency assistance, as well as providing a holistic approach to USAID's programming across the spectrum of disaster response, early recovery, resilience, and risk reduction.
The Office of the Assistant to the Administrator (AtA/BHA) provides strategic and humanitarian policy guidance, directs and supervises Bureau activities, oversees key management and programmatic functions, provides senior-level advice and coordination on emergencies, and engages in the international humanitarian system to further USG humanitarian priorities.
The incumbent has delegated authority and assists the AtA in managing the Bureau for Humanitarian Assistance with direct oversight and administration for two offices (TBD) within the bureau. The DAA coordinates the functions of subordinate managers to ensure that all activities effectively further the mandate of the bureau, including USG and Agency policy, program effectiveness, implementation challenges, fiduciary risk, management concerns, personnel management, and other Agency strategic objectives and priorities. The DAA provides advice and guidance to Office Directors on the development and implementation of plans to systematically improve efficiency and effectiveness of Agency operations, programs, and initiatives and employs other parts of the Agency and inter-agency in furtherance of bureau objectives. In fulfilling duties, the DAA coordinates with USAID leadership across the Agency, U.S. inter-agency counterparts, other donors, and implementing partners.

Must be able to obtain/maintain a Top Secret Clearance.
Position requires incumbent to file OGE-278, Executive Financial Disclosure.
May be required to serve a one-year probationary period.
As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

Current and reinstatement eligible SES must include with your application a copy of your SF-50, Notification of Personnel Action, documenting your SES Career Appointment. TECHNICAL QUALIFICATIONS - MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ1 - Demonstrated executive/senior leadership experience administering and directing all facets of humanitarian assistance programming, based on extensive knowledge of humanitarian policies, programs, and authorities. Humanitarian assistance for this purpose encompasses food and non-food emergency response, early recovery, resilience, and risk reduction/preparedness. Experience must demonstrate ability to articulate strategic humanitarian assistance vision, alignment of resources with humanitarian policy and USG priorities, building humanitarian partnerships for optimal impact, and in-depth knowledge of appropriate humanitarian assistance programming interventions based on context and needs.
TQ2 - Demonstrated executive/senior leadership experience developing/negotiating, coordinating, and representing USG humanitarian assistance policy, priorities, and programs within complex U.S. inter-agency and international environments in order to advance U.S. foreign policy objectives related to humanitarian assistance. Experience should demonstrate success presenting and advancing humanitarian policy and initiatives, forging cross Agency and inter-agency collaboration, as well as effective engagement and representation with senior representatives in Congress, other donor organizations, implementing partner institutions, and the press corps to advance the USG policy agenda.
