This job requires a Public Trust Background Investigation.
The incumbent develops the strategic plans outlining goals and objective measurement criteria for the program's success on an annual basis, at minimum. Most work is determined by EAC policy but there are areas where specific guidelines do not exist. In these cases, the incumbent develops work plans and receives approval of such plans from agency leadership. Work is largely independent with assignments being self-generated using experienced judgement. The incumbent initiates action to resolve most problems that arise. Contact with agency leadership is made as policy issues arise. Work is reviewed upon completion for consistency with policy and practices and for meeting objectives. When appropriate, the incumbent works through others, such as contractors, to develop work products.
The incumbent is responsible for developing Develops EAC policy, pilot programs, and standard operating procedures for the election supporting technology evaluation program. Works with the National Institutes of Standards and Technology (NIST) and other stakeholders to develop and implement the program. Provides expert guidance on the testing of election supporting technology security and accessibility. Manages program personnel as well as establishing, implementing, and evaluating program budget, working jointly with the EAC's leadership and Chief Information and Security Officer to establish priorities for the program.

TECHNICAL COMPETENCIES:
Bachelor's degree is preferred. However, a demonstrated professional competency of experience with a minimum of five years of progressive experience will be positively considered.
