Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-14: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
- Experience developing IT policies and procedures (such as system requirements and specifications, control of system access, and protection of system data) for community development financial institutions (CDFIs); AND
- Experience performing analysis in developing business cases for IT projects (such as conducting cost vs. benefit analysis and ROI analysis) for community development financial institutions (CDFIs); AND
- Experience developing user requirements documents for automated systems within community development financial institutions (CDFIs). (Examples could include project definitions, process diagrams, functionality matrices, requirement traceability matrices, risk and vulnerability assessments, and reporting or other output specifications that are required)


In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:
