Summary

Duties

Help

  • Supervisory Duties: Assigns work, plans and schedules the work of subordinates, counsels subordinates on all employment-related issues, establishes and modifies employee position descriptions, makes selections for employment and promotion, establishes employee performance standards, evaluates employee performance, etc
  • Plans and executes business development and customer engagement strategies.  Identifies new business development opportunities and coordinates business development with strategic marketing approaches.
  • Conducts strategic assessments and develops strategies and initiatives designed to achieve organizational goals.
  • Reviews and analyzes customer intelligence, competitors, technological advances, government regulations, and economic trends.
  • Engages stakeholders to develop and execute communication strategies that enhance customer awareness and promote the ITC’s value proposition.

The GS-14 salary range starts at $111,521 per year.  Locality pay will be added once duty station is confirmed. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is described as managing teams which provide customer relationship management in sales, market research and analysis, business development concepts, and developing new business markets. Experience must include the following:

  • business development with special focus on acquisition support services to support corporate or government customers as it relates to utilization of products and services contracts;
  • government wide acquisition contracts (GWACs) or corporate business lines;
  • sales generation;
  • increasing market shares;
  • serving as a technical consultant and adviser regarding customer requirement definitions for acquisition support services and;
  • conducting analytical studies for both existing and potential markets.

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Ability to supervise and develop a team of technical and professional staff , develop, coordinate, and execute strategies and initiatives designed to achieve organizational goals.
  2. Ability to identify problems, research and identify possible causes, secure relevant information to make decisions, and then commit to the necessary action.   
  3. Knowledge of category management principles.
  4. Knowledge of strategic planning and execution. 
  5. Ability to conduct strategic assessments and develop strategies and initiatives designed to achieve organizational goals.
  6. Knowledge of customer accounts, research and data analysis, category management principles, federal government-wide IT contracts and solutions,  governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on issues related to the assigned program.  
  7. Skill in written communication to produce reports, policy recommendations, strategies, and effective management communications.
  8. Skill in oral communication to make formal and informal presentations to higher level management, communicate persuasively with stakeholders. 
  9. Knowledge of strategic marketing planning to develop innovative marketing strategies for complex, tailored products and services for a wide audience of customers.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
