About the Position: Serve as the senior civilian and command subject matter expert (SME) on all horse/herd matters for the U.S. Army Caisson Platoon, 1st Battalion, 3d United States Infantry Regiment (The Old Guard) and is responsible for the overall management, development, administration and programing of the only equine herd management program within the U.S. Army.

Duties

Help
  • Provide management and oversight of the United States Army?s only equine herd management program.
  • Interprets and establishes Army policy and procedures to ensure each horse meets the standard required in the performance of their duties in Arlington National Cemetery and for State Funerals.
  • Closely monitor and ensure horses receive proper nutrition from grass, hay, grain, and vitamin supplements.
  • Maintain oversight of the hay contract and ensure through testing that the hay received meets the quality specified in the contract.
  • Serve as the SME for all equine/herd management related issues.
  • Develop and direct implementation of the herd management plan
  • Work closely with the herd veterinarian to closely monitor horse health conditions/issues and implement sufficient procurement windows to maintain needed herd size and composition to support mission requirements.
  • Provide supervisory oversight for the Caisson Platoon horse training program, to include trainers and assistant trainers.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Pre-employment physical and periodic physicals as directed thereafter. Employee may be required to stand for several hours duration and lift up to 80 pounds.
  • Required to submit a Financial Disclosure Statement, OGE 450, upon entering the position and annually thereafter in accordance with DOD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006
  • Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends, holidays and/or on-call duty hours. Overtime and/or comp time may be required as directed and is subject to recall for periods of emergency.
  • Temporary Duty Travel (TDY) may be expected up to 25% of the time.

  • This is a drug testing position. You must pass a pre-employment urinalysis test as well as annually thereafter; you must sign DA Form 5019-R.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Required Specialized Experience: One year of specialized experience which includes: Development and management of an equine herd management program and developing management strategies for horse/herd life cycle management.

Education

Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience - no substitution for experience is permitted.

NOTE: Preferred, but not required, that you possess a 2- or 4-year degree in an equestrian-related program from an accredited college or university or equivalent hands-on experience with a certified equestrian program.
