Duties

Help
  • Provides managers/supervisors with information and interpretations of DOI employee and labor relations procedures, practices, policies, and guidelines on new, highly controversial, precedent setting and/or involve more than one area of HR Policy.
  • Provides advice to clarify issues, resolve conflicting guidance and alleviate other potential or existing problems, negotiated grievances, such as those pertaining to adverse actions and potential collective bargaining agreement violations.
  • Researches, analyzes and applies third party decision in recommending, support and defending agency actions, including performance and conduct, and labor management matters.
  • Conducts administrative inquiries, and providing recommendations for analyzing and resolving particularly complex and sensitive issues.
  • Develops new processes for program accomplishment and to achieve major initiatives.
  • Formulates, interprets, and communicates long-range goals, principles, policies, and objectives for delegated services and programs.
  • Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
  • Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans to achieve program objectives.
  • Develops priorities for effective use of resources.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Providing advice and guidance on complex personnel related investigations including harassment; conducting administrative investigations on complex employee and labor relations issues; preparing investigative reports; communicating orally and in writing with managers/supervisors and employees on Employee Relation (ER) matters to explain regulations, policies, practices, rights and obligations related to conduct and performance matters; advising and assisting managers/supervisors and employees on issues and problems related to employee conduct and employee performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Labor Relations - Knowledge of the organization, mission, programs, and management objectives to provide significant short-term and long-term human resources needs.

Problem Solving - Skill in gathering, assembling, correlating and analyzing facts, drawing conclusions, and devising and preparing sound solutions to complex and sensitive employee relations issues and problems.

External Awareness - Comprehensive knowledge of Bureau/Department-level programs and policies in order to provide advice, options, and recommendations to senior management on program business and policy development; to effectively better serve the Bureau's needs; and to adjust to program fluctuations and changes in priorities and funding.

Strategic Thinking - Executive judgment and critical reasoning skills to perform complex analyses and resolve critical issues in order to develop broad and comprehensive strategic operating plans which support Bureau/Office strategic mission goals and objectives.
