Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Assisting with the development, production, publication and distribution of the weekly Grain Transportation Report (GTR).
  • Collecting primary data concerning U.S. bulk and containerized agricultural shipments and performing economic and market analysis.
  • Participating in the development and implementation of new data collection sources and refining existing methods.
  • Managing cooperative agreements and contracts.
  • Updating information on the online open data portal and introducing new information and presentation media and/or methods.
  • Performing research and analyses related to supply, demand, commodity prices, transportation rates and services, regulations and current events which can affect the movement of various agricultural commodities.
  • Applying analytical processes and techniques to determine transportation and policy implications resulting from changes in agricultural markets.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:
A) Completion of four full years of education above high school leading to a bachelor's or higher degree in economics, which included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus.

OR
B) Combination of post high school education, which included coursework equivalent to a major (at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus) plus appropriate experience or additional education which demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation and together meet the requirements for this position.

TRANSCRIPTS are required.

ADDITIONAL REQUIREMENT FOR THE GS-09 GRADE LEVEL: In addition to the basic requirement above, applicants must also have one of the following:

A) One year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • assisting in the collection and analysis of economic data; and
  • contributing to the development of economic reports.
OR
B) Master's degree in economics, or two full years of progressively higher graduate education leading to a master's or higher degree in economics.

OR
C) An appropriate combination of specialized experience and education. Note: your combination may be computed by first determining your total qualifying experience as a percentage of the experience required for this grade level; then determining your education as a percentage of the education required for this grade level (only graduate education in excess of 18 semester/27 quarter hours may be used to qualify applicants for this grade level). The total percentages must equal at least 100 percent.

TRANSCRIPTS are required if:
  • This position requires specific coursework or a degree in a specific field to be basically qualified.
  • You are qualifying for the position based on education.
  • You are qualifying for this position based on a combination of experience and education.
  • This education must have been successfully completed and obtained from an accredited school, college, or university

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
