This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will be responsible for appraisals and appraisal reviews within the delegated approval authority as prescribed by the Chief Appraiser in AVSO.

Duties

Help

  • Completes appraisals, defines the appraisal problem, and determines the steps to take toward the problem's solution. Gathers, verifies and analyzes a variety of information types that affect real property values. A majority of appraisals are for unusual, very large, and/or complex properties such as mineral or wooded properties, highly developable properties, conservation easements, rights-of-way easements, trespass matters, leasing and market rental studies.
  • Conducts field investigative work including verification of sales and other comparative data. Investigative work also includes identifying and researching zoning regulations and/or any other codes or laws which may impact the appraisal problem.
  • Thoroughly inspects the property under appraisal noting important features for potential market comparison and becomes familiar with potential uses of the property in accordance with existing zoning regulations and/or other criteria which may impact value.
  • Conducts appraisal reviews including field appraisal reviews and acts independently to resolve problems with individual appraisals. Reviews are conducted of appraisals submitted by staff appraisers and/or private fee appraisers to determine whether proper appraisal procedures, principles and techniques were employed and determines whether appraisals comply with applicable Federal laws and regulations.
  • Prepares written reports approving or rejecting individual appraisals based upon nationally recognized appraisal standards such as USPAP and UASFLA. Written reports also document appraiser's findings as to whether the appraisal report under review adheres to contract specifications, written instructions and other specified appraisal standards.

Qualifications

At the GS-12 Level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Preparing appraisals of real property, providing appraisal consultation services to clients, estimating the market value of properties, and applying federal, state, and local land and land-title laws to carry out appraisal assignments. Applicants must provide proof of a current Certified General Real Property Appraiser credential from a State.

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: Possess a current Certified General Real Property Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA). You must provide a copy of your current certificate with your application in order to be considered.

Remote Work:
This position is eligible for a remote work arrangement. The announcement reflects the GS base salary. The actual salary will be based on selectee's location, grade, and step.

Stipulations of Employment:
Selection may require completion of a 1-year probationary period.

This position requires operation of a Government vehicle, therefore, proof of possession of a valid state driver's license is required.

If selected, you will be required to obtain, prior to entrance on duty, a physical examination by a licensed physician certifying your ability to perform the duties of this position.
