About the Position: The incumbent serves as a Forensic Chemist assigned to the Defense Forensic Science Center (DFSC), providing forensic laboratory support to Overseas Contingency Operations (OCO), intelligence organizations, legal agencies, and other federal and non-federal agencies.

Duties

Help
  • Reviews evidence and exercises independent judgment to determine the proper approach and sequence of examinations.
  • Receives, inventories, and signs for physical evidence/material and maintains integrity of submitted evidence/material; safeguards evidence/material for other examinations.
  • Documents forensic materials using specialized forensic techniques and renders expert findings in written reports and testimony presented in various judicial and administrative proceedings to include foreign courts worldwide.
  • Defends analytical examination approach employed in forensic examinations against rigorous cross examination.
  • Communicates technical forensic information and requirements to legal and military personnel in support of criminal investigations, forensic exploitation, and intelligence gathering operations throughout military environments.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Physical Exam Requirements: Incumbent must obtain and pass a medical examination prior to employment.
  • Visual acuity and correct color perception are required in addition to other Occupational Safety and Health Administration (OSHA) requirements, such as blood chemistry and chest x-rays.
  • Must meet DoD/DA physical screening requirements for deployment to OCONUS locations established by the CONUS Replacement Center (CRC) for OCONUS deployment, to include meeting the deployment requirements for physical and dental deployment readiness.
  • Incumbent is required to lift boxes of evidence that weights up to 70 pounds to working heights of 48 inches.
  • Travel, involving extend time periods, will be required in response to life-cycle training, courts, and crime scenes worldwide.
  • Must be able to obtain and maintain a SECRET Security Clearance.
  • Must participate in DNA profiling database within the DFSC.
  • Position is subject to Lautenberg/Domestic Violence Misdemeanor amendments.
  • May be required to carry a firearm.
  • Job will require shift work with normal 8-hour shifts but may require working extended 12- hour shifts, 7 days a week to meet mission requirements. Incumbent of this position will be subject to on-call and irregular work hours.
  • These positions require extended temporary duty (TDY) business travel up to 35% of the time, and/or deployment to contingency and/or humanitarian relief areas, worldwide, in support of the mission of the DFSC.
  • Emergency Essential position. This position is considered essential to support Department of the Army's mobilization and wartime mission during periods of increasing tension or mobilization.
  • Emergency essential due to (1) no qualified and immediate replacement exists, (2) leaving position vacant would (a) impair the effective operations of essential military support systems, or (b) adversely impact the combat mission of deployed forces.
  • Applicants must possess a valid motor vehicle operator's license at the time of appointment, must maintain license while employed in the position.
  • Will be required to operate a motor vehicle in accordance with applicable Office of Personnel Management (OPM) regulations and related requirements of Department of the Army.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Chemist (Forensic Examiner), GS-09/11/12/13:A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the experience requirements to qualify to the corresponding grade listed below:

GS-11: One year of specialized experience which includes performing work assisting in the analysis of forensic evidence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

OR

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: chemistry, physical sciences, life sciences, or engineering.

OR

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Note: You must attach a copy of your transcripts.

GS-12: One year of specialized experience which includes examining and reporting on the analysis of forensic evidence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-13: One year of specialized experience which includes examining, analyzing, and reporting on evidence of forensic evidence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-13), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

The full performance level of GS-13 may be reached without further competition.
