Duties

Help
  • Prepare and review appraisals of various property interests for use in negotiations related to management and acquisition of real estate.
  • Review appraisals performed by staff and contract appraisers.
  • Serve as authorized Contracting Officer's representative for appraisal related matters.
  • Completes complex appraisals of properties including easements and rights-of-way.
  • Estimate labor cost for appraisal assignments.
  • Estimate real estate costs for budgeting/planning purposes.
  • Perform tract appraisal work involving preparing appraisal reports; assembling the valuation data; and inspecting property to be appraised.
  • Reviews appraisals for accuracy
  • Develop schedules pertinent to performance of appraisals to support real estate projects.
  • Participate in project planning meetings with clients or Federal, state, and/or local agencies.
  • Use appraisal data to compare market values for acquisition purposes
  • Work with sponsors to select and approve qualified contract appraisers.
  • Educate internal and external partners on appraisal methods, valuation concerns, and real estate processes.
  • Briefs and advises senior leaders on appraisal matters
  • Testify as expert witness

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selective Placement Factor (SPF): State Certified General Appraiser certification IAW ER 405-1-04: 4-88a.; 30% of duties review appraiser duties.
  • Must have a valid state motor vehicle driver's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
  • If employee is CREST team volunteer, a Government passport and secret security clearance are required.
  • Incumbent is required to submit confidential financial disclosure reports in accordance with DOD Directive 5500.7R, Joint Ethics Regulation, dated 20 Aug 93, as amended.
  • Incumbent is required to hold State Certified General Appraiser Certification.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-12: One year of specialized experience which includes preparing and reviewing appraisal reports for all types of property acquired and preparing and reviewing appraisals that estimate real estate valuations for acquisition and planning purposes.
