Summary

The Recent College Graduates Program lasts for one year. Help

These positions are located in the Washington Fish and Wildlife Office which includes offices in Lacey, Wenatchee, and Spokane, WA. The salary will be based upon duty station and locality pay once selected. Locality tables may be found at: https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2022/general-schedule/. Please Note: If selected, you may be placed at a regional office, field office, current duty station, other DOI-owned or leased worksite, or a remote duty station at the discretion of management. This position is being filled under the Pathways Recent Graduates Program that affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Note: Veterans unable to apply within two years of receiving their degree due to military service obligation have up to six years after degree completion to apply. Students may apply within one (1) month of meeting their education requirements.

As a Fish and Wildlife Biologist your duties may include, but are not limited to, the following:

  • Plans, evaluates, conducts a wide variety of complex ecological investigations or inspections involving complex land and water resource development projects, proposals and/or license applications/renewals to determine their impact upon fish and/or wildlife resources and habitats and to ensure that legal standards and other requirements are met and implemented in a manner most beneficial to fish and/or wildlife resources. Prepares reports on the findings and recommends appropriate courses of action (e.g., approval/disapproval, offering alternative projects, or taking remedial action).
  • Evaluates biological data and Federal program or project operational data to determine the effects of those programs or actions on threatened or endangered species through formal and informal consultation procedures. Assesses impacts of proposed Federal actions on threatened and endangered species and develops draft biological opinions required under Section 7 of the Endangered Species Act (ESA) Amendments for supervisor's review. Recommends ways to minimize or eliminate impacts to listed species, as well as alternatives that will avoid jeopardizing the continued existence of a species or avoid destroying or adversely modifying critical habitat. Assembles or contacts appropriate biological experts as needed when the scope or complexity is beyond the expertise of the staff and helps to identify and implement process streamlining measures.
  • Submits recommendations to the supervisor on technical and policy matters regarding application of the ESA for sensitive issues with regard to permits including, but not limited to, the status of permits assigned to field offices or other Regional staff and analyzes regional permit workload and provides recommendations for streamlining as appropriate. Maintains coordination and serves as the liaison with Headquarters staff, Regional Solicitor, and field office staff to ensure that documents have appropriate reviews and follow Service regulations, policy, guidance, and procedures.
  • Plans, organizes, and implements biological work and/or habitat preservation and development work. Prepares reports on progress and completion of studies, uses data to formulate future program recommendations and effect improvements in management practices.
  • Develops, directs, and ensures completion of program objectives and associated documentation on a continuing basis in accordance with established program directives. Conducts on-going analysis of programs and analyzes results of special studies or investigations. Drafts or prepares reports with recommendations for changes, elimination, or improvement of operations and program plans.

  • Recent Graduates serve a trial period for the duration of their excepted service appointment.
  • Recent Graduates will be required to sign a Pathways Recent Graduate Participant Agreement.

Qualifications

Only experience and education obtained by 04/29/2022 will be considered.

Basic Requirement:

  1. Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Possess a combination of education and experience that is equivalent to a major in a biological science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
Minimum Qualification [GS-9]:
  1. Have at least one full year of specialized experience equivalent to at least the GS-7 level in Federal service. Specialized experience may include: conducting biological or ecological investigations to determine the impact of various land and water development projects upon the fish and/or wildlife resources of an area; reviewing permit applications; assisting in developing comprehensive fish and/or wildlife management plans; preparing portions of draft biological opinions/assessments as required under Section 7 of the Endangered Species Act (ESA); reviewing biological portions of environment assessment/impact statements or resource planning reports; implementing biological work and/or habitat preservation and development work for endangered, threatened, proposed, and candidate species and their habitats; and implementing federal environmental laws (i.e., Endangered Species Act, specifically Sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues. NOTE: Your resume must contain sufficient information in these areas to be found qualified. OR
  2. Have completed two years of progressively higher level graduate education at an accredited college or university leading to a master's degree or equivalent graduate degree in wildlife biology, ecology, or a directly related field appropriate to this position. OR
  3. Have an equivalent combination of professional experience and graduate level education beyond the first year which together equals 100% of the requirements. (When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.)
Minimum Qualification [GS-11]
  1. Have one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include: conducting moderately complex biological or ecological investigations to determine the impact of various land and water development projects upon endangered species and their habitats; negotiating alternative actions or mitigation measures, etc.; developing habitat conservation or restoration projects; serving as a technical advisor on the Endangered Species Act for other staff, government agencies, land owners, private interest groups, etc.; preparing biological portions of environmental assessment/impact statements or comprehensive resource planning reports; and implementing federal environmental laws (i.e., Endangered Species Act, specifically Sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues. NOTE: Your resume must contain sufficient information in these areas to be found qualified. OR
  2. Have completed 3 years of graduate education leading to a Ph.D. or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position. OR
  3. Have an equivalent combination of professional experience and graduate level education beyond the second year which together equals 100% of the requirements. (When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-9/11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9/11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Knowledge of applicable Federal environmental laws and Executive Orders, (e.g., Endangered Species Act, National Environment Policy Act, Coastal Barrier Resources Act, Clean Water Act, Marine Mammal Protection Act, Fish and Wildlife Coordination Act, Oil Pollution Act and Comprehensive Environmental Response, Compensation, and Liability Act); of other Federal regulations; and of Service/Department policies or guidelines in order to ensure that legal standards are met in the review of proposed land and water resource development projects (Federal, Tribal, State, commercial industry, and surrounding landowners/FWP).
  • Skill in planning and conducting complex inspections of existing projects to ensure that legal standards and other requirements are met and implemented in a manner most beneficial to fish and/or wildlife resources.
  • Knowledge of the concepts, principles, methodologies, and practices of conservation biology and/or ecology, related to the threats facing species at risk and their habitats, e.g., grasslands, forests, prairies, shrub lands, wetlands, and deserts.
  • Ability to communicate in writing to prepare correspondence, reports, and papers for diverse audiences.
  • Ability to communicate orally to inform peers and cooperators/partners, explain results, and present scientific papers and presentations at meetings or in training sessions.
