Duties

  • Serves as supervisor and has leadership responsibility for the coordination and integration of multiple programs within NIFA.
  • Collaborates and has leadership responsibility for the coordination and integration of multiple programs outside NIFA.
  • Has leadership responsibility for initiation and facilitation of networks, liaisons, and collaborations among high-level partners and stakeholders both within and outside NIFA.
  • Mobilizes rapid response to immediate, short-term issues and opportunities; and anticipates, generates, and takes timely actions on long-term issues and opportunities that are compatible with the mission of NIFA.
  • Motivates and guides employees, ensuring staff is appropriately utilized and developed, and adapting leadership style to various situations.
  • Maintains technical and disciplinary competence and keeps abreast of emerging topics, trends, and issues in the field of Biological Sciences in order to identify mission-relevant programmatic responses.
  • Manages programs by prioritizing activities, anticipating, and resolving possible obstacles, and directing all program aspects.
  • Serves as a staff expert and consultant providing leadership and direction for programs of national and/or international scope and impact.
  • Ensures responsiveness to stakeholder needs and expectations, and systematically seeks stakeholders input in the planning, development and implementation of programs.
  • Develops plans and policies for strengthening NIFA and national programs of scientific and public urgency.
  • Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them.
  • Coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Identifies and understands economic, political, and social trends that affect the organization.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience:
Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting or applying biological science disciplines to food or agriculture research, education or extension programs; leading multidisciplinary teams composed of scientific professionals that administer programs collaborating and fostering partnerships with scientific professionals to identify food and agriculture research, education, and extension priorities.

  • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
  • This Position is being filled through OPM's government-wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens.
