Duties performed:

  • Responsible for the definition, implementation, execution, and completion of projects for the division in accordance with the mission and goals of the organization, within a project structure for the planning, reporting, and risk mitigation of the division's major workstreams.
  • Support the division's movement toward greater data-driven operations and decision making, including implementation of success measures, key performance indicators (KPIs), dashboards, trending, analytics, and reporting.
  • Apply a variety of analytical approaches to solve mission focused policy, methodologies, and/or administrative problems in a fast -paced environment.
  • Clearly and concisely present the findings of analytical products to policymakers and non-technical audiences.
  • Work with teams to programmatically prepare data for analysis, clean imperfect data, and visualize data outcomes using a variety of tools including data visualization tools (e.g., Power BI), programming languages (e.g., Python), and database languages (e.g., SQL)

Expertise in risk management is desirable but not mandatory.

Qualifications


Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications: ZA-IV: You qualify for the ZA-IV, (GS-13/14) grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level or equivalent pay band (ZA-III) in the Federal service or equivalent experience in the private or public sector performing all of the following:

1) Planning and executing multiple projects following program/project management best practices including: risk management, scheduling, progress reporting, and communications with stakeholders and leadership;

2) Defining and implementing data-driven capabilities to measure an organization's performance including at least one of the following: key performance indicators, measures, leading and/or lagging indicators, metrics;

3) Conducting complex data analysis and data management (e.g., data preparation and cleansing) to clearly and concisely present findings to help leadership make data-driven decisions using at least one of the following tools: PowerBI, Tableau, Python, SQL, Power Query Excel (advance/complex); AND

4) Preparing reports and presentations for internal and external audiences conveying analysis, organizational performance, organizational strategy and direction, and organizational planning.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. You will be evaluated for this job based on how well you meet the qualifications above.

The physical worksite for this position is located in Reston, VA. However, the FirstNet Authority is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when the FirstNet Authority moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
