Duties

Help
  • Serves as the subject matter expert responsible for major, complex information system engineering projects and integration of programs and projects assigned to the Transmission Systems Directorate (TSD).
  • Assignments include electrical, electronics, networks and computer engineering activities in usually more than two highly specialized fields and their integration into large Wide Area Networks on a global scale.
  • Integrates issues involving other disciplines such as civil, electrical, mechanical, environmental, and security to evaluate whether facilities will accommodate system and subsystem requirements.
  • Reviews and analyzes user operational requirements for technical definition, and evaluates performance/cost trade-off in the determination of system design.
  • Integrates work on large and complex projects.
  • Reviews and evaluates work of others both inside and outside the organization, for effectiveness, technical adequacy and compatibility in the resolution of complex information system engineering problems.
  • Oversees project engineering of major, complex systems from inception through completion.
  • Plans, develops, documents and provides technical analysis of preliminary and detailed system designs, thereby creating total concept plans inclusive of overall system/network architecture.
  • Personally authors detailed site specific Engineering Installation Packages (EIP), Site Requirements Packages (SRP), and Project Concurrence Memorandums (PCM).
  • Develops comprehensive engineering documents and drawings for design, installation, analysis, lessons-learned and test plans.
  • Performs failure, reliability and availability analysis for complex communications systems.
  • Performs site surveys and prepares necessary criteria, procedures, reports, and plans for its successful conductance.
  • Plans and conducts verification, acceptance and operational test of systems and installed equipment to ensure conformance with requirements.
  • Designs test methodologies and prepare test plans and procedures incorporating test equipment to be used, equipment and test configurations, and pass/fail criteria.
  • Serves as Contracting Officers Technical Representative (COTR) and maintains continuous surveillance over contractors for adherence to requirements as required.
  • Serves as subject matter expert providing technical expertise and guidance to fellow engineers and project members.
  • Serves as team leader, providing direction and guidance to project members in the execution and implementation of projects.
  • Determines, submits, tracks and defends resource requirements for assigned projects upon assignment and periodically thereafter.
  • Develops and briefs project status reviews to the customer and the Command.
  • Represents the Command at conferences, meetings, boards, panel, committees, and working groups to present, explain and defend findings and recommendations, negotiate engineering compromises, and establish engineering techniques or standards.

  • The duties of this position require travel to any Continental United States (CONUS) or Overseas (OCONUS) locations, possibly to hostile areas or natural disaster locations.
  • Travel may expose employee to diverse weather conditions, high/low temperatures, and confined working spaces due to equipment location.
  • Travel duties may require climbing up and down stairs and/or ladders, standing for extended periods of time, carrying equipment, performing installation work and using hand and power tools.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1) experience in engineering concepts, principles, and practices applicable to computer and/or electronics engineering assignments; 2) Analyzing and testing computer and/or electronics systems/networks; 3) Monitoring contractor adherence to requirements and preparing procurement documentation.

Education cannotbe substituted for experience.

In addition to meeting the experience requirement above, applicants must also possess the following basic education requirement:

BASIC EDUCATION REQUIREMENT (Engineering Series):
  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You MUST submit a copy of your transcripts.
OR
  1. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. NOTE: You MUST submit a copy of your current registration as an Engineer Intern/Engineer In Training or a copy of your license as a professional engineer.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. NOTE: You MUST submit a copy of your successful completion of the Fundamentals of Engineering examination or other written test for professional engineer registration.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You MUST submit a copy of your transcripts.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE: You MUST submit a copy of your transcripts. NOTE: You must provide a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and engineer credentials (i.e. engineer education or professional certificates). Lack of this documentation will make you ineligible to be referred.


NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

NOTE: A SF-50 reflecting that you currently or formerly served as an Engineer for the Federal Government is NOT qualifying supporting documentation for the basic requirement. You MUST submit either your transcripts, current registration as a professional engineer, EIT examination results, and/or supporting documentation based on your claim of the basic requirement, as applicable. Lack of this documentation will make you ineligible to be referred.

OR

BASIC EDUCATION REQUIREMENT - (COMPUTER SCIENTIST) Bachelor's degree in computer science OR bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE: You MUST submit a copy of your transcripts.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. This position is subject to the Command's policy regarding control points. The salary for this position ranges from the equivalent of GS12/step 1 to GS13/step 10.
