Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Deputy, Security and Emergency Management. The Liaison serves as the primary individual for representing the AOC’s Resilience and Security roles and interest with external agencies. This includes planning, situational awareness, engineering and architectural reviews, budgeting, reporting and policy guidance for classified and unclassified but sensitive programs.

Duties

Help

This position is considered "essential" for purposes of reporting to work when the facility might otherwise be closed. This position may require on-call support to 24/7 operations, including deployment to support the OCSO Security and Emergency Management Program. This position may involve working shifts for 24/7 coverage.

NOTE *Must be able to obtain and maintain a Top Secret Special Compartmentalized Information clearance.*

Duties quoted at GS-13 level; If selected at the GS-12, candidate will have non-competitive promotion potential to the GS-13.

The incumbent serves as the primary point of contact for working level discussions related to various stages of project and programs of National Security. The incumbent will ensure that requests and inquiries are responded to and coordinated with the proper contacts within the AOC and makes recommendations to AOC leadership on position and response. Geographic scope includes organizations and facilities located within the U.S. Capitol Complex and other locations in the District of Columbia, Maryland and Virginia.

  • Serves as AOC’s primary contact responsible for resilience and security guidance and support for the Resilience Program. This includes establishing guidance, policy development, plans, coordination and tracking of improvements and readiness status for critical resilience and security programs that supports the Congressional and Judicial Branches of Government.

  • Develops, manages and implements policies and Standard Operating Procedures (SOPs) relating to resilience and security for the AOC.

  • Develops sound approaches to implement projects and programs that are under the resilience and security purview.

  • Coordinates with the impacted groups and resilience and security staff to ensure a collaborative and coordinated effort with projects and programs.
  • Develops, reviews, evaluates and represents AOC on security related plans and items. Makes sound judgements and decisions regarding the plans and items.

  • Evaluates and takes appropriate action required with regards to security related information and items.

  • Develops, reviews, evaluates and represents AOC on continuity related plans and items. Makes sound judgements and decisions regarding the plans and items.

  • Evaluates and takes appropriate actions required with regards to continuity related information and items.

  • Independently develops and presents briefings at the senior management level.

  • Represents the AOC with external agencies and private sector infrastructure companies to ensure that the AOC’s interest are being properly conveyed, represented and when needed elevate concerns to be addressed.

  • Coordinates with AOC Jurisdictions and central staff to enable AOC’s support to resilience and security program.

  • Creates and monitors cost and resources loaded project schedules.

  • Reviews project documentation for constructability, code compliance and acceptability.

  • Develops estimates using resilience and security means and other tools and resources for planning and validation purposes.

  • Coordinates contractor support to provide optimal use of resources and information dissemination.

    Performs other related duties as assigned.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
 
To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 

  • Applying a wide range of security and resilience policies, procedures, concepts, principles and practices to review, analyze and resolve difficult and complex communication security problems;
  • Developing programs in relation to security policy, procedures, techniques, and methods to a variety of security related matters;
  • Performing cost benefit or evaluations of current or projected programs; and
  • Applying qualitative and quantitative methods to analyze and define data requirements and develop security processes utilizing the data

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Applying a wide range of security and resilience policies, procedures, concepts, principles and practices to review, analyze and resolve difficult and complex communication security problems;
  • Facilitating and coordinating security meetings with stakeholders, senior management and subject matter experts to identify and plan solutions for security related issues.
  • Evaluating and monitoring programs in relation to security policy, procedures, techniques, and methods to a variety of security related matters.
