SUMMARY OF DUTIES: The purpose of the position is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness.

  • Serves as advisor to commanders on assigned unit human resources (HR) programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members.
  • Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
  • Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System.
  • Plans, directs, and controls all aspects of the human resources employment program and Relocation program for all members.
  • Develops wing readiness plans for the administration of contingencies and mobilizations.
  • Manages contingency and exercise deployments. Serves as advisor to wing/unit commanders on deployment programs.
  • Manages Deployment Systems. Manages and controls the Personnel Module of the Integrated Deployment System (IDS), critical to deployment/employment of tasked personnel in support of global operations.
  • Is responsible to the Military Support Flight Commander for the Personnel Support for Contingency Operations (PERSCO) portion of the Status of Resources and Training System (SORTS) Report.
  • Serves as Classified Control Officer responsible for safeguarding and proper destruction of classified material IAW AF instructions, higher headquarters and local guidance.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings;
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE: Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

OTHER REQUIREMENTS:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. As a basis of continued Title 32 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

i. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

j. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system.

k. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.

l. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.

m. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

n. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

o. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

p. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.
