Duties

Help
  • Serves as the Emergency Management Specialist under the Office of Homeland Security, Headquarters, U.S. Army Corps of Engineers.
  • Conducts research of the Emergency Management Program to improve methods to handle response and recovery for both natural and man-made disasters, and terrorist events.
  • Interfaces with various Corps and other Federal agencies in developing potential methods for flood flighting and rehabilitation under Public Law 84-99.
  • Works with the Federal Emergency Management Agency in support of recovery functions.
  • Develops ideas and initiatives to improve Corps emergency management programs and collects data to develop hypotheses, plans, recommendations and conclusions dealing with natural and man-made disasters.
  • Produces final draft products for Corps wide application within the Homeland Security Program.
  • Leads discussions, workshops, briefings with senior responders, program managers, and other senior personnel within the Corps and other Federal agencies.
  • Leads project delivery teams to develop strategies to implement National and frameworks across all of USACE Community of Practices.
  • Coordinates and leads project delivery teams to comply with policy and guidance.
  • Participates in community of practice meetings to assess risk and resilience and how initiatives are implemented across the command.
  • Serves as a board member to review and recommend revisions for Public Law 84-99 program and reviews and recommends approval of denial of submissions for System Wide Improvement Framework packages.
  • Serves as liaison with the National Association of Flood and Stormwater Management Agencies.
  • Works with various colleges and universities in developing programs for professionalization of Emergency Management personnel throughout the Corps of Engineers.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as recognized expert/senior analyst to develop procedures, regulations, plans and policies to implement disaster mitigation; providing support to and developing liaisons with other Federal agencies, organizations and entities for planning, preparing, responding, recovery to natural and man-made disasters and terrorism; and communicating with senior personnel/program managers, responders and internal staff and other stakeholders to educate, plan and facilitate emergency management programs, preparedness, recovery and response. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
