Help

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, International Operations Directorate, North American Division, Ottawa Canada.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.

This position will allow you to use your expertise to prevent illegal entry of noncitizens into the United States by land, water, or air; enforce criminal provisions of the Immigration and Nationality Laws; and seek out and apprehend smugglers or noncitizens who are in the United States illegally. Temporary Position: To meet agency needs, this assignment is being filled on a temporary basis not-to-exceed (NTE) two years with possible extension(s) for a maximum of five year(s) in the order of two year and one year increments. Upon conclusion of the NTE assignment, you will be returned to the home office of record of or to a former position or to a different position of equivalent grade and pay as the one from which the incumbent was previously assigned, and that the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. If you are currently at the grade level of the position announced, this action will result in a reassignment, and you may be returned at any time to a same or similar position held prior to this temporary assignment. If you currently hold a grade level higher than the grade being announced, this action will result in a change to lower grade, and you may be returned at any time to the position held prior to this temporary assignment or to the same or similar position at the lower grade level.

Retirement: This position is being filled on a not-to-exceed (NTE) temporary assignment; therefore, in the event you become eligible for retirement and chooses to retire, you will be returned to the home office of record at least two full pay periods prior to retirement. You will not be eligible to retire while serving on a NTE assignment in Office of International Affairs.

This position starts at a salary of $112,890.00 (GS-15, Step 1) to $146,757.00 (GS-15, Step 10) with promotion potential to $146,757 (GS-15 Step 10). In this position typical work assignments include:

  • Managing and operating complex border and national security issues as they relate to international trade and travel in an effective manner.
  • Collaborating with federal inter-agency partners to assess the economic potential, diplomatic capabilities, and border security of the host country, to include, developing plans for international trade and travel and enhanced border security for the U.S. and host nation;
  • Promoting outreach activities and international programs in the host country to strengthen diplomatic ties with the U.S., while maintaining situational awareness of diplomatic, political, military, economic, and related developments within the region of the host country.
  • Establishing and Maintaining working relationships with U.S, Embassy and foreign government officials to develop proposals, project plans, initiatives and programs that support U.S. Government and CBP international goals and priorities.

Qualifications

Basic Qualification Requirements:

The basic qualification requirements include experience in law enforcement or other responsible work that demonstrates the ability to make arrests and exercise sound judgment in the use of firearms; to deal effectively with individuals or persons in a courteous, tactful manner; and to analyze information rapidly and make prompt decisions.

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Providing managerial, technical, and administrative direction and oversight for all Border Patrol related functions within an assigned area.
  • Managing major components of operational programs and their appropriate support functions and directing the development of nationwide policy and program initiatives
  • Developing, managing, or directing operational policy or programs related to Border Patrol operations..

This position meets the definition of secondary Law Enforcement Officer retirement coverage under the laws and regulations defined in 5 U.S.C. 8336 (6) Civil Service Retirement System (CSRS) and General Provisions for Law Enforcement Officers defined in 5 U.S.C. 8412(d), Federal Employees Retirement System (FERS). The criterion is that knowledge, skill and ability in a position deemed to meet primary Law Enforcement Officer special retirement coverage is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of this job. The conditions for coverage of a secondary position are contained in 5 C.F.R. § 831.902 CSRS and 5 C.F.R. § 842.803 for FERS. To be eligible for this secondary law enforcement officer Retirement covered position you must have permanently served in a primary law enforcement officer Retirement System covered position, i.e. Border Patrol Agent, GS-1896, CBP Enforcement Officer, GS-1895, Air Interdiction Officer GS-1801, Air Interdiction Agent GS-1881, Marine Interdiction Agent GS-1801.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/29/2022.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Telework may be available on regular or recurring or situational basis.


Motor Vehicle Operation: You must have a valid automobile driver's license at the time of appointment.

Shift Work/Overtime: This position requires regular and recurring shift work. You must be willing and available to work rotating shifts. You may also be rotated between assignments and duty locations. You could be required to work overtime on a daily basis and will be compensated up to an additional 25% of your base pay in accordance with the Border Patrol Agent Pay Reform Act of 2014.

Security Clearance: In this position you must obtain a TS/SCI clearance.

Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within 90 days of assignment to this position.

Leadership Training: All newly appointed, GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

You will be ranked on the basis of the scores received on your U.S. Border Patrol Promotional Assessment. You must have a current, valid score by 03/16/2022 if you have not held the GS-15 on a permanent basis, or if you have been demoted due to performance or conduct reasons. You do not need to have a current, valid test score if you have permanently held a position at the GS-15 or higher.
