Summary

This position is located in the Policy and Outreach Branch, Policy and Outreach Division, Assistant Administrator - Telecommunications (AAT), Rural Utilities Service (RUS), Rural Development (RD) and serves as an analyst, evaluator, and advisor on RUS Telecomm Programs.

The selectee will report to a USDA-RD office in their current duty location, if available.

If current RD employee is selected, he/she will remain at current duty location in a remote or office position, as applicable.

Help
  • Develops, administer, and implement policies and directives relating to management improvement activities.
  • Provides guidance and assistance in implementation of new guidelines, procedural changes, and compliance with internal controls.
  • Conducts financial analysis. Formulates estimates, and tracks, reviews, and verifies budget expenditures.
  • Prepares specific recommendations to address problems and weakness. Ensures that corrective actions are implemented.
  • Participates in oral discussions to justify, defend, negotiate, or resolve matters. Communicates with superiors, staff, public presenting information and training for program areas.
  • Prepares correspondence, reports, instruction/training materials, summaries, briefings, assessments and audits on various loan activities and programs.
  • Provides guidance and assistance in implementation of new guidelines, procedural changes, and compliance with internal controls.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level or its non-federal equivalent that demonstrates: Experience analyzing and evaluating the statutory and regulatory requirements of loan and grant programs in regard to federal Telecommunications Programs, with a focus on providing financial assistance that will bring broadband service to eligible, rural areas. Experience coordinating with other federal agencies such as the Federal Communications Commission (FCC) and the National Telecommunications and Information Administration (NTIA) on federal broadband programs. Experience analyzing and evaluating Telecommunications Program processes and making recommendations to improve the effectiveness of administering the different programs and processes; and/or Experience automating processes through the use of applications on Salesforce, a customer relationship management platform. Experience eliciting, documenting and communicating requirements, processes and change requests to ensure the delivery of solutions that meet the end user's needs, and leading techniques to analyze and review information to determine options and recommend viable solutions relating to software development. Prepares presentations, support materials, and conducts training on how to use new or enhanced IT systems;
and/or Experience with spatial data collection, analysis and visualization for problem solving and strategic decision making. Maintaining a database with information from a variety of sources, such as surveys, remote sensors, and digitized maps. Analyze information to find connections or patterns in code to help guide planning or strategy.
Create representations using GIS software, layering the resulting digital maps with data to convey clear visualizations of the data. Education cannot be substituted for experience at this level.
