Duties

Help
  • Conduct difficult survey projects.
  • Lead survey teams in remote areas, making personal contacts, and applying state of the art surveying techniques, including the use of Global Positioning System (GPS) technology.
  • Serve as the expert on GPS surveys and survey techniques in developing control network.
  • Establish vertical and horizontal control in areas where none exist and register such control in the National Geodetic Survey database.
  • Provide day-to-day direction and leadership to subordinate surveying technicians concerning operations of the work unit.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Temporary Duty Travel (TDY) 50% of the duty time with the possibility of occasional extended period of time, of 2-3 weeks, away from the District office and in possession of over $100,000 of survey equipment and GSA vehicles.
  • At the GS-11 level, must possess and maintain a professional land surveying license.
  • Safer Federal Workforce Task Force guidance on other Federal agency safety protocols based on vaccination status?including guidance on protocols related to masking, distancing, travel, testing, and quarantine?remains in effect.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATION REQUIREMENTS FOR LAND SURVEYOR GRADES GS-07, GS-09, AND GS-11:
1. Bachelors degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. My civil engineering major included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. (Note: You must attach a copy of your transcripts.

OR

2. Combination of education and experience which includes courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

OR

3. Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. (Note: You must attach a copy of your registration obtained based on successful completion of the written examinations.)

In addition to meeting education minimum requirements stated above, applicants must also meet qualifying education and/or specialized experience for GS-11 position. To qualify based on your work experience, your resume must describe at least one year of experience typical of work performed at the second lower grade/level position in the federal service, GS-09 which prepared you to do the work in this job.

GS-07 Specialized Experience/Education: One year of specialized experience which includes accomplishing developmental assignments that are typical within a survey team that utilizes basic techniques, procedures, and methods of land surveying. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-09 Specialized Experience/Education: One year of specialized experience which includes conducting land surveys; interpreting land surveying practices; and performing surveying and/or engineering related mathematical computations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent:

To be eligible for GS-11, 52 weeks required at the GS-09 level or equivalent.
To be eligible for GS-09, 52 weeks required at the GS-07 level or equivalent.
To be eligible for GS-07, 52 weeks required at the GS-05 level or equivalent.

One year of specialized experience which includes applying land surveying knowledge, concepts, principles and techniques to conduct land survey projects; apply extensive knowledge of land ownership laws to resolve conflicts; utilizing state of the art surveying techniques and Global Positioning System (GPS) technology to remain current and conduct surveys of the highest accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
