Duties

Help

As a Human Resources Specialist (Recruitment & Placement/Comp), GS-0201-09, you will provide advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Ensure required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Counsels and registers employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate. Provide advice on military technician compatibility issues and delegated personnel authorities. Assist in conducting reductions-in-force (RIF). Perform other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs? You must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Applications must indicate at least 24 months experience which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

-Knowledge of, and skill in applying, fundamental human resources management HRM principles, practices, and techniques of recruitment and placement; and standardized analytical, and evaluative methods and techniques sufficient to perform management advisory services for specific requests related to immediate problems of limited scope.

-Knowledge of recruitment and placement principles, merit placement/promotion plan, and an understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate the relative value of individual qualifications in relation to duties of specific positions

-Basic knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues.

-Knowledge of the different philosophies and structures of the ANG and ARNG within the state.

-Knowledge of the rules and procedures that apply to the various recruitment and placement and compensation programs, i.e. Coop/Work Study program, Upward Mobility, Handicapped, etc.

-Ability to communicate effectively with applicants, supervisors and management.
