The Director of Sexual Assault Prevention and Response:

  • Supervises the Sexual Assault Response Coordinator (SARC), Victim Advocate/Prevention Educators (VA/PEs), and Sea Year Liaison (SLL), as well as Volunteer Victim Advocates (VVAs) and Midshipmen Victim Advocates (MVAs), in responding to sexual assault, sexual or gender-based harassment, relationship violence, stalking, and retaliation incidents on campus or at sea.
  • Provides leadership and direction for the Academy’s sexual assault prevention and responses efforts, including making recommendations for operating the Academy in ways that prevent sexual assault, sexual and gender-based harassment, relationship violence, stalking and retaliation, and that promote reporting when such incidents occur, including recommending procedures for eradicating barriers to reporting.
  • Effectively collaborates with Academy offices, including the Office of the Dean and Provost, Commandant, Civil Rights, and Career Services and Professional Development, among others, to increase the awareness and prevention of sexual misconduct, and retaliation.
  • Develops a five-year strategic plan, from which comes an annual campaign plan.  Five-year plan encompasses a comprehensive and progressive training program for students, faculty, and staff.
  • Supervises the SARC and VA/PEs in researching, developing, planning, and conducting SAPR education and training for supervisors, managers, employees, and Midshipmen to include response to and prevention of sexual assault, sexual or gender-based harassment, relationship violence, stalking, and retaliation.  Oversees delivery of a bystander intervention program.  Provides continual training and technical assistance.  Oversees training for victim advocates.
  • Monitors sexual assault, sexual or gender-based harassment, relationship violence, stalking, and retaliation awareness education and communications reach back capability for Midshipmen on Sea Year experience.  Provides guidance to the Commandant in running the reintegration program, which re­introduces Midshipmen to the Regiment after completion of Sea Year.
  • Reviews, writes, and/or revises policies and standard operating procedures governing the operation of the Academy’s sexual assault prevention and response program.  Maintains and updates plans of action, providing leadership with regular progress reports on completion of actions.  Coordinates annual surveys/focus group sessions and writes the annual Report to Congress.
  • Manages all SAPR Office documents, including correspondence, reports, assessments, training rosters, training guides, policies, and Standard Operating Procedures in accordance with applicable law and Academy policy.

The ideal candidate is a highly motivated senior level professional with experience working in higher education, possessing leadership skills necessary to direct and manage office personnel in operating a complex program. The candidate must be able to handle daily tasks, which may include supervising office personnel responding to incidents of sexual assault, sexual assault, sexual or gender-based harassment, relationship violence or stalking; promoting prevention in the form of training and awareness events; and tracking programmatic elements such as record keeping, data analysis, and policy development.  The candidate must have the confidence and poise to communicate directly and honestly with senior leaders, faculty, and staff members who may have different levels of understanding about their responsibilities as part of a sexual assault prevention and response program.  The candidate must be capable of adjusting to a demanding work environment characterized by tight timelines, shifting priorities, and flexing schedules.  The individual must be organized, imaginative, and attentive to details, with selfless dedication to helping others live with and learn about sexual assault.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the education and specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience in working with a Title IX or Sexual Assault Prevention and Education program  in a higher education environment, or other relevant work.
  • Experience in policy development and  administration.
  • Experience in organizational skills, attention to detail, and the ability to manage multiple, competing priorities and meet deadlines.
  • Experience leading or supervising staff in sexual assault, sexual and gender-based harassment, relationship violence, stalking, and retaliation program, including victim response, delivery of prevention training and awareness events and record keeping.

Highly Desirable: The candidate should have a J.D. or Ph.D. and 3+ years of higher education experience, with knowledge of Title IX and its regulations and will preferably have experience managing a Title IX program at an institution of higher education.  The candidate should have experience in the successful development and implementation of educational and training programs, along with strong presentation and facilitation skills.  The candidate should have demonstrated sensitivity and understanding of individuals from diverse backgrounds.  The candidate should have excellent judgment, with the ability to manage confidential data and information, and demonstrated experience in data analysis, reporting, planning and compliance management.  The candidate must have outstanding written and verbal communication skills with the ability to effectively convey complex information to a wide array of audiences.  The candidate should have demonstrated organizational skills and attention to detail, with the ability to manage multiple, competing priorities and meet deadlines.  The candidate should be able to work autonomously and in consultation with senior leaders, faculty, staff, and students.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Knowledge: Develops metrics to assess the effectiveness of the SAPR Program.
  • Technical Knowledge: Expert technical and management functions including research, planning, directing and evaluating local and national policy initiatives.
  • Communication: Communicates with parties while protecting the independence, neutrality, integrity, and privacy of an unrestricted sexual assault or sexual harassment investigation.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
