Duties

1. Serves as the Program Assessment Lead for the Strategy Coordination Program Management Office (SCPO), responsible for planning, organizing, directing, and coordinating formal and informal assessments while ensuring they comply with Secretary of the Air Force (SAF) Concepts, Development, and Management (CDM) and the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)) policies, concepts, and procedures.

2. Manages, reviews, and tracks operational and/or technical options developed based on assessment of sensitive information and critical programs, projects, and initiatives that deliver significant and optimized capabilities.

3. Represents the SC Director and/or Operations Director when interfacing with other program stakeholders from Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands (CCMDs), U.S. Departments and Agencies, and foreign allies and partners on a wide variety of efforts, programs and issues.

4. Incorporates controlled access program (CAP) and special access program (SAP) material when developing and coordinating proposed assessments and maintains continuous liaison with the SC enterprise to assess continuing priorities with the end-state of assisting in identifying projects to be added/included to the portfolio for the SC program to address based on program assessments.

  • Incumbent must be able to obtain and maintain a Top-Secret security clearance with SCI access. A non-disclosure agreement must be signed.

Qualifications

This is a GG-0343-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-0343-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the 15 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions GS-0343.


SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of interagency, DoD, Defense Intelligence Enterprise (DIE) and Intelligence Community (IC) organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control. NOTE: Creditable service may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of interagency, DoD, Defense Intelligence Enterprise (DIE) and Intelligence Community (IC) organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control.
2. Expert knowledge and experience working with government and civilian personnel, DoD and non-DoD agencies to ensure organizational and the DoD positions are accurately reflected and defended.
3. Thorough knowledge and quantifiable experience managing program assessments, planning, and executing intelligence and operations utilizing diverse intelligence support structures and interagency cooperation on advanced concepts, principles, and practices.
4. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, prepare assessments, and package the entire process in briefings, papers, or reports suitable for Senior Executive leaders and/or General & Flag Officer use and decision-making
5. Expert skills in oral communications to present program assessments on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations.
6. Mastery in establishing and maintaining highly productive working relationships with team members, clients and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
