In this position, you will serve as a Management and Program Analyst. Typical work assignments include:

  • Planning and conducting a variety of authoritative, comprehensive, complex and sensitive projects and studies applicable to CISA programs or operations.
  • Reviewing, advising on, and conducting complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes.
  • Appling a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals of the organization.
  • Providing advice and guidance to resolve, implement, or manage program or policy issues.
  • Presenting findings and recommendations on complex issues or problems impacting major programs.

Qualifications

You qualify for the GS-11 grade level (starting salary$74,950.00) if you possess either the following experience, education or a combination of experience and education:

Experience
Have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Assisting in the implementation of plans for organizational projects or programs;
  2. Capturing information and/or data used to contribute to the evaluation and reporting of programs operations; and
  3. Providing input to support the improvement of program plans or operations.
--OR--

Education
Have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

--OR--

Combination
Have less than one year of experience and less than 3 years of graduate level education as described as described above. However, you have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation.


You qualify for the GS-12 grade level (starting salary $89,834.00) if you possess one year of specialized experience at the GS-11 grade level performing the following duties:
  1. Implementing long-range plans for multiple programs to achieve an organization's goals;
  2. Utilizing qualitative and/or quantitative methods to evaluate and identify areas of improvement to program operations; and
  3. Providing guidance to managers regarding the evaluation and management of program operation.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
