Duties

Help

As a Management Analyst, GS-0343-13, you will perform the following major duties:

  • Assists in the directing of a broad, comprehensive financial management and quality assurance program within NTSB, conducts internal control and quality assurance reviews, develops enforcement measures, and ensures compliance with NTSB financial management regulations and other related policies.
  • Designs and implements internal audit initiatives to reduce risks in the NTSB's lines of business by ensuring that the initiatives address all relevant legislative and regulatory requirements that promote and support effective internal control and financial management.
  • Communicates relevant, reliable, and timely information on the results of internal and external reviews to NTSB personnel at all levels and outside organizations. Provides clarification on complex and sensitive issues assuring the effective implementation of policies of NTSB.
  • Provides authoritative interpretation and analysis, identifying potential problems, adverse financial trends, deviation from plans, and the need for new or revised policies, procedures, systems or corrective actions to improve inefficient or improper operations or processes
  • Assists in leading the agency's efforts to comply with any applicable financial laws and regulations, including the Federal Manager's Financial Integrity Act, revised OMB Circular A 123, Management's Responsibility for Internal Control.
  • Analyze a number of activities in regard to, but not limited to, Congressional and governmental inquiries, GAO and IG audits and evaluations, and similar activities. Based on this analysis, provides advice and guidance to the Internal Control and Compliance Division Chief on the resolution of issues, policy, interpretation and actions.
  • Conducts detailed analyses of organizational and internal control functions and processes. Defines critical issues/problems, collects data from various sources, assesses data, and determines the most effective and efficient method and approach to meet management needs and/or requirements. Interprets results from studies and presents findings to management with probable solutions.
  • Participates in management projects and/or studies, productivity enhancements to improve management internal control practices and accountability; and/or other high visibility projects and actions based on existing or forecasted challenges, needs, opportunities, or other areas requiring resolution.
  • Works with the Internal Control and Compliance Division Chief and applicable parties to develop long-range plans for efficient and effective implementation and administration of management internal controls program. Applies a wide range of qualitative and/or quantitative methods for the assessment and improvement of management internal controls program.

Qualifications

GS-13:
One year of specialized experience at the GS-12 or equivalent level is required. Specialized experience is defined as: 1) Evaluating a federal agency's internal controls in accordance with OMB Circular A-123 Management's Responsibility for Enterprise Risk Management and Internal Control; 2) Implementation and application of OMB Circular A-123; 3) Preparing formal reports detailing findings and recommendations concerning effectiveness and efficiency of agency internal controls; or 4) Managing the agency-wide process for the annual Statement of Assurance required by the Federal Managers' Financial Integrity Act.
