THIS IS AN POSITION TEMPORARY PROMOTION- NTE 31 MAR 2022- CURRENT TECHNICIANS WILL RETAIN THEIR TENURE AND RETURN TO THEIR POSITION FOLLOWING THE APPOINTMENT.
Position location: This position is located in Army National Guard (ARNG); JFHQ-State, The Deputy State Surgeon (State Medical Readiness Program Administration)Position
Purpose: to plan, coordinate, direct, and implement the medical readiness administrative programs of the state.
Major Duties:
1. Oversees and manages the ARNG medical readiness program of the state, which includes planning, coordinating, and providing direction to all medical resources within the state. Direct responsibilities include, but are not limited to, command health programs, medical/dental aspects of mobilization, deployment and operations, medical education, sustainment, proficiency training, credentialing of health care professionals; fiscal management; policy development and implementation, medical support for accomplishment of various missions, including the support of country, state, and federal agencies involved in various natural disasters and civil emergencies. 30%
2. Plans, coordinates, and institutes medical policies to implement federal law and higher-level directives to provide optimum support to subordinate organizations. Coordinates with support organizations to assure an integrated approach to the solution of problems. Assesses the impact of changes in or to the medical program and coordinates with all principal parties to ensure that these changes do not exceed core capabilities. Confers with applicable support functions to ensure that medical requirements are being satisfied. Programs managed are substantial and subject to frequent change, and include unpredictable and unique problems for which there is no precedent. Changes often require reprogramming of resources. Identifies medical readiness trends; develops and issues guidance when warranted. Develops new procedures to solve unprecedented problems/issues. Chairs meetings to coordinate work to be accomplished by various commanders and full-time support personnel that must work as a team to accomplish tasks and goals. 30%
3. Represents the State Surgeon as the principle full-time medical advisor to the Adjutant General, the Chief of Staff, and other directorate level staff elements, and as a liaison with all NGB, State, and Federal organizations concerning matters relevant to medical readiness. 20%
4. Administers all resources budgeted to the state for medical programs. Oversees the preparation of a proposed annual budget for the state medical readiness program to include funding from DA, NGB, and state sources. Conducts staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, readiness requirements, and new program requirements. Approves the annual state medical readiness budget request prior to submission for National Guard Bureau approval. Manages all money budgeted to the state for medical readiness and approves all changes which may need to be made due to unforeseen problems. Ensures that training requirements for medical personnel are met. Ensures that medical training and medical logistical readiness of all units are in accordance with the priority of the units concerned. Develops and monitors a medical proficiency training program along with current and long range plans that provide adequate facilities, personnel, and equipment for support of the medical readiness program.

May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Must be able to obtain/maintain Secret Security Clearance within one year of employment.

THIS IS AN INDEFINITE POSITION/TEMPORARY PROMOTION- NTE 31 MAR 2022- CURRENT TECHNICIANS WILL RETAIN THEIR TENURE AND RETURN TO THEIR POSITION FOLLOWING THE APPOINTMENT. TEMPORARY APPOINTMENT, MAY CONVERT TO INDEFINATE/PERMANENT IF THE PERMANENT POSTION BECOMES AVAILABLE.
IF SELECTED, CURRENT PERMANENT/INDEFINATE TECHNICIAN'S TENURE WILL TRANSFER WITH MEMBER TO THIS POSITION
FOR CURRENT FEDERAL TECHNICIANS ASSIGNED TO THE IDAHO NATIONAL GUARD THIS WOULD BE A TEMPORARY PROMOTION OR REASSIGNMENT AND CURRENT PERMANENT TENURE WOULD TRANSFER WITH EMPLOYEE. UPON ORIGINAL MEMBER RETURNING, THE TEMPORARILY PROMOTED OR TEMPORARILY REASSIGNED EMPLOYEE WOULD RETURN TO PREVIOUS POSITION. THIS TEMPORARY PROMOTION CANNOT EXCEED TWO YEARS (THIS MAY BE EXTENDED FOR AN ADDITIONAL YEAR PENDING NGB APPROVAL). THIS COULD BECOME A PERMANENT PROMOTION OR REASSIGNMENT IF POSITION BECOMES AVAILABLE. FOR A NEWLY HIRED TECHNICIAN. THIS MAY CONVERT TO A PERMANENT STATUS WITHOUT FURTHER COMPETITION IF POSITION BECOMES AVAILABLE.
GENERAL EXPERIENCE:
All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade. and
SPECIALIZED EXPERIENCE:
In addition to a high degree of analytical ability, positions in this series and career level require specialized knowledge of the basic principles and practices related to the management of health care delivery systems. Must have military or civilian working knowledge in health services management; hospital administration and practice; contractual and accounting fundamentals; quality management; human resource management; and biometrics. Must have military or civilian working knowledge and skills in nursing standards; nursing practice; medical executive competencies and working knowledge in writing and directing contingency plans. At least 12 months of military or civilian working experiences at an intermediate career skill competency level in one of the medical service core functions that is prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Must have at least 12 months of military or civilian working experiences, education, or training that resulted in competent knowledge of the principles and practices related to the management of health care delivery systems. Must have military or civilian working experiences in analyzing and recommending solutions to complicated problems related to health systems. Experiences include a thorough knowledge of health care delivery systems in regard to missions, organizations, programs, and requirements. Must have organizational skills; leadership competencies; oral and writing skills; and experiences in briefing senior leaders on related subjects.

Education
An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields. OR
A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent.
