As the Division Director, Global Immunization Division the incumbent will:

  • Provides creative, scientific leadership to the Centers for Disease Control and Prevention, Center for Global Health, State and local agencies, community-based organizations, national and international organizations, and other agencies in formulating, developing, implementing, and evaluating global health surveillance and prevention activities, epidemiological research and global health programs.
  • As an internationally recognized expert and authority, provides consultation and leadership both internally and externally to public health experts, research scientists, physicians, and scientific administrators, continually assesses state-of-the-art technology and best practices to ensure use of the highest standards and most current methodology for implementing programs.
  • Directs and manages the day-to-day operations of the Program including policy formulation and interpretation, determination of program goals and objectives, administration and direction of programs, evaluation of the program and projects, and the interpretation of program performance indicators, trends, needs, and impact of activities.
  • Reviews program operations and makes decisions and advises on same. Provides supervision and guidance to the Deputy Director, Branch Chiefs, Associate Directors, and other senior Program staff on issues related to international medical, scientific, and programmatic policies and activities.
  • Provides leadership and direction in development of long-range objectives and in the development and evaluation of the Program's comprehensive medical and scientific policies and programs.
  • Provides overall direction for the Program in the development of new initiatives to achieve overall goals and in annual and ongoing program planning.
  • Assists in ensuring the coordination of program activities such as technical assistance, surveillance, epidemiological investigations and research activities related to global health among the various branches within the Program, national organizations, other Federal agencies, and national and international organizations.
  • Coordinates review of Program projects and budget initiative proposals to ensure the highest scientific quality of disease prevention proposals, and reviews activities of organizations for effectiveness and conformity with Program policies.
  • Provides advice to the Director, Center for Global Health, and the Director, Center for Disease Control and Prevention, and other senior Center for Disease Control and Prevention management officials on problems that require in-depth knowledge and experience in the scientific, epidemiological, and public health aspects of global disease.
  • Has overall responsibility for the general professional development of the medical staff of the Program. Incumbent, with consultation from the Associate Director for Science, Branch Chiefs, other medical officers, behavioral scientists, field and international personnel, and other scientific specialists establishes policies and priorities for research and training as well as systems and strategies for research translation and dissemination of information to influence public policy and public health practice.
  • Represents the Center for Global Health, and Centers for Disease Control and Prevention with top management at meetings, presentations, and hearings, with representatives of other agencies of the Federal Government, as well as State, academic, private, and international organizations.
  • Speaks for the Program at conferences and meetings with officials and program staff at various levels including Centers for Disease Control and Prevention, Health and Human Services, other government agencies, 0ffice of Management and Budget, Congress, and outside public and private groups.
  • Advises agency and center directors on Division program activities, research, and trends.
  • Identifies and attracts top scientists and other professional staff to enhance the competence and creativity of the Program.
  • Is responsible for the recruitment and training of medical epidemiologists, physicians, and senior professional program staff assigned to the Program.
  • Is accountable for the professional quality of medical, technical, and programmatic performance of the Program's staff. Takes or recommends appropriate personnel actions.
  • Exercises leadership to ensure that all programs under his/her direction reflect the principles of work force diversity in their management and operation in such areas asrecruitment and staffing, employee development, staff assignments, and communications.
  • In addition to demonstrating personal commitment to the objectives of work force diversity, the incumbent ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities. Provides reasonable accommodations needed to best utilize qualified employees with disabilities.
  • Performs other duties as assigned.

Qualifications

Current federal employees must be at or equivalent to the GS-14 grade level to be considered for this position.

Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required.

Candidates must show clear evidence of specialized experience.

Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as immunization system and vaccine preventable disease expertise in international settings, as well as planning, managing, organizing, and/or directing programs.

Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package. The executive level compensation package is commensurate with qualifications and experience and may result in a higher salary than reflected above.
