About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain half way between Atlanta, GA and Birmingham, Alabama just off interstate 20. The depot is the largest Employer in Calhoun County with approximately 4000 employees.

Duties

Help
  • Identifies and analyzes communication needs, concerns and attitudes of various publics.
  • Evaluates trends in public opinion to determine public attitudes and perceptions and to identify and relate ANAD policies with community interest.
  • Serves as official spokesperson for the depot for all inquiries emanating from the general public or new media representatives regarding the installation?s position on a wide range of routine, sensitive, or critical issues/situations.
  • Responds to media queries.
  • Prepares and reviews information material for dissemination to various publics for security, propriety and conformance to Army policy.
  • Plans, implements and oversees effective internal information programs through the ANAD newspaper, television, and if applicable, the ANAD website and other internal communication media and forums.
  • Develops performance plans, evaluates work performance and counsels staff as appropriate
  • Interviews and selects candidates for vacancies, and approves appointments, promotions or reassignments.
  • Manage work assignments of employees performing photography, computer graphics, digital audio, video, multimedia and television production.

Basic Requirement for Supervisory Public Affairs Specialist:

Specialized and Other Experience: One year of specialized experience which includes performing the . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). planning, developing, writing, editing and disseminating of news releases, articles and various other types of mass communication information to internal and external audiences via print and broadcast mediums; obtains factual and quotable information through research, personal interviews; and other reliable sources; writes content using proper spelling, punctuation, and grammar following the Associated Press Style.

You will be evaluated on the basis of your level of competency in the following areas:

The specialized experience must include, or be supplemented by, public affairs related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the five competencies, as defined:

1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

2. Message Development - Develop messages for audiences, publics, and stakeholders.

3. Public Affairs Policies and Procedures - Develop, implement, and review public affairs policies, guidance, and procedures.

4. Planning and execution - Planning and execution for a Strategic Annual Management Cycle

5. Message Delivery - Determine the medium for audiences, publics, and stakeholders and disseminate information.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
