Duties

Help

The purpose of this position is to plan, coordinate, and perform comprehensive reviews, special studies and selective internal examinations of base level financial management programs.

(1) Provides administrative oversight of the Quality Assurance (QA) Program.
(2) Independently conducts various reviews to assess organizational performance.
(3) Prepares monthly Discrepancy Tracking Report to management for review.
(4) Facilitates monthly QA meetings and prepares minutes.
(5) Based on study results, determines need for refresher and supplementary training.
Develops, schedules, and conducts training.

KEY REQUIREMENTS:
If selectee is not a WY ANG member, must become a member of the Wyoming Air Nat'l Guard before appt.
Must possess at least the minimum ASVAB score listed for Qualification
Must possess or be able to obtain/maintain a T3/SECRET security clearance
May be required to successfully complete a probationary period
Federal employment suitability as determined by a background investigation
Indefinite position may convert to Perm if funding/position is available

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.
Required to complete Level 2 FM Certification within 24 months of appt

AREAS OF CONSIDERATION:

Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior service military members of the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

GENERAL EXPERIENCE:
Must possess experience in collecting and analyzing data effectively, efficiently, and accurately; experience in presenting formal training presentations and briefings; and experience in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE:
Must possess at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirements. Must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have a working knowledge on planning, coordinating, and performing comprehensive reviews, special studies and selective internal examinations of base level financial management programs. Skilled in performing administrative oversight of the Quality Assurance (QA) Program. Skilled in examining the effectiveness of procedures and determining if supervisors are recording quality data upon which accurate management conclusions and decisions are based. Skilled in researching, developing, modifying, and maintaining qualitative standards used to evaluate and monitor performance indicators. Competent in providing technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration.

NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case he/she must complete the certification in the original 2-year period.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

COMPATIBLE MILITARY ASSIGNMENTS:

Must possess or be eligible to retrain into AFSC 6F0X1, Financial Management and Comptroller.

Enlisted 6F0X1 ASVAB Requirements:
Must possess a minimum score of "57" on the General portion of the ASVAB.
Medical Profile PULHES must not be greater than 333333.
Must be able to lift 40 lbs. unassisted.

DRIVER'S LICENSE:
Must possess a valid driver's license.

To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide unofficial copies of transcripts from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.

Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights. An employee with statutory reemployment rights (USERRA) is protected for five years.

Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice when the position and/or employee's services are no longer needed.

The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:

  • Incumbent was appointed under open, competitive procedures to the indefinite position;
  • Incumbent completes at least 1 year of current continuous service under an indefinite appointment;
  • Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent;
  • Outplacement program requirements have been met, and
  • Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.

Employees serving a T32 Indefinite appointment are entitled to the following employee benefits:
