Duties

Help
  • Provide executive leadership and managerial direction to professional personnel engaged in a variety of substantive activities related to the planning, development, execution and coordination of tobacco regulatory program policies and activities.
  • Develop and execute the strategies for compliance outreach, enforcement, regulations and guidance formulation, science-based application review and other product regulation activities.
  • Advise the Commissioner, senior FDA officials and others on all matters involving tobacco product regulation that have an impact on policy development and execution and long-range program goals.
  • Provide counsel on stakeholder regulatory proposals, and other aspects of consumer protection, proposed legislation and the implementation of regulations related to tobacco.
  • Review and evaluate activities in terms of achieving program goals, objectives, and commitments, and accomplishing statutory and regulatory responsibilities.
  • Identify critical problems or issues requiring attention and makes program adjustments to meet Agency needs/priorities or provisions of the rule as they go into effect.
  • Represent the Agency and establishes/maintains relationships in meetings and conferences with top level FDA and HHS officials, national industry representatives, Members of Congress, counterparts from Federal, state, local and foreign governments.
  • Maintain and, as needed, revises the organizational structure for the tobacco program, functional responsibilities, and work assignments to assure the effective, efficient, and economical use of personnel and resources.
  • Identify staffing needs and assists in attracting, securing, and retaining high quality managers and personnel for key positions.
  • Work closely with the Offices of Regulatory Affairs; Policy, Legislation and International Affairs; External Affairs; Chief Counsel; and other FDA components on the tobacco programs, providing expert advice and guidance to those staffs.

Specialized Experience Requirement To be qualified for this position, your résumé must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your résumé, significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

Basic Qualifications Requirement As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the skills and abilities outlined under:
1) Technical Qualifications (TQs); and
2) Executive Core Qualifications (ECQs)

1. Specialized knowledge and experience regarding tobacco regulatory policy.

Education

In order to qualify for the 0401 you must meet the following education requirement:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
B. Combination of education and experience: Course equivalent to a major, as shown in A above, plus appropriate experience of additional education.

In order to qualify for the 0601 you must meet the following education requirement:

Bachelor's or graduate/higher level degree
: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

In order to qualify for the 1301 series you must meet the following education requirement:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
