Duties

Help
  • Serve as the Assistant Fire Chief for the Fire Department.
  • Determine training needs and ensure required level of licensing/certifications are met.
  • Direct the actual firefighting activities of the duty shift to include implementing procedures, techniques and methods of operation for rapid and effective response to fire calls.
  • Plan and implement program to maintain staff of licensed Emergency Medical Technicians (EMT) and Insure patient care is provided in accordance with established medical protocols approved by the appropriate medical director.
  • Determine whether area is to be evacuated, potential impact of incident to include environmental impact, injury to people, contamination to water.
  • Plan and implement the provision of Special Operations to include Confined Space rescue, High-Angle rescue, Trench operations, Vehicle Accident extrication rescue; and response to natural disasters to include severe weather incidents.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • As a "Key" position, the incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Incumbent is normally required to work 48 hour rotating shifts with a work schedule of 144 hours per pay period.
  • A current state driver?s license and Government driver?s license for all classes of vehicles to be operated are mandatory for this position.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 before entrance on duty, subject to exceptions as required by law.

  • Must be able to obtain and maintain a Secret security clearance.
  • The following DOD certifications are required for this position: Fire Officer III, HAZMAT Technician, HAZMAT Incident Command, Fire Instructor II, and Fire Inspector II.
  • Licensure from the State of Michigan or National Registry of Emergency Medical Technicians must be current and maintained.
  • Must obtain and maintain medical clearance in accordance with NFPA 1582 and OSHA 1910.120 for exposure to the hazards of firefighting tasks and hazardous materials. Medical clearance will include ability to wear SCBA type respirator.
  • One year supervisory probationary period may be required.

Qualifications

Position may be filled as a temporary promotion or temporary reassignment not to exceed 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.

Position may be filled as a term appointment not to exceed 13 months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of five years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and (6) developing, implementing, or providing training in fire protection and prevention.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Applicants who are current Federal employees may be able to qualify with experience equivalent to the second lower grade, GS-08.

Time in Grade Requirement: For all in-service applicants (current Department of the Army employees) who have held a General Schedule (GS) position within the last 52 weeks in a one-grade interval series for which there is no position in the normal line of progression that is one grade lower than the position being filled, they must have 52 weeks of Federal service at the second lower grade or equivalent (GS-08).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Maximum Entry Age (MEA)
The MEA for Firefighters is 37. An employee originally hired into a covered position must be hired by the last day of the month he/she reaches 37.

Maximum Reentry Age
An employee who previously served on a covered position may be rehired past the MEA as long as he/she is able to complete 20 years of covered service by his/her mandatory retirement age. The maximum re-entry age for the individual is calculated by determining the total amount of time he/she has served on a covered position and subtracting that from age 57 if a firefighter. The employee's current age is compared to the calculated maximum re-entry age to determine if he/she can be rehired into the covered position.

Waivers to Maximum Entry Age:
MEA may be waived, but only under specific circumstances and only if approved by the authorized entity. Waivers to MEA for firefighters must be approved by the agency.
