Help
  • Recognized within USACE as an expert in EM functions/programs and serves as matrix team leader for emergency support functions in response to national and natural disasters or terrorist events
  • The incumbent assumes responsibility for reporting, planning, readiness and execution of a broad range of Emergency Operations Center (EOC) functions during emergency operations.
  • Supports and executes plans pertaining to engineer response during military emergencies
  • Develops and maintains specific emergency standard operating procedures (SOP), analyzes emergency information, issues reports, assures readiness of EOC systems, trains augmentees, and prepares for execution of assigned duties during emergencies.
  • Serves as the principal staff operations officer in the MVD RCO responsible for planning and execution of U.S. Army Corps of Engineers (USACE) responsibilities during Military contingencies, civil disasters and national security emergencies.
  • Serves as principal advisor to the Chief of Readiness and Contingency Operations, on alert and activation requirements for a broad range of emergency conditions.
  • Subject matter expert (SME) for all matters related to ENGLink, a USACE, web-based disaster database and management tool utilized for personnel tasking, mission execution reporting, and critical response information storage and retrieval.
  • Ensures EM personnel in the six MVD districts are fully trained for ENGLink utilization, and provides training when deficiencies are found.
  • Monitors and reviews MVD-wide military and disaster threats, and evaluates warnings, alerts situation reports for information needed for MVD operations.
  • Plans and executes specified emergency functions during operations and exercises.
  • Coordinates emergency reporting and other administrative activities with higher headquarters, headquarters staff elements, subordinate commands and civil agencies.
  • Researches, analyzes, develops and prepares a variety of plans, directives, instructions, evaluations, forms, memoranda and letters, and organizes and coordinates meetings and conferences.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience for the GS-12: One year of specialized experience which includes (1) implementing regional policy and response procedures for planning teams to address natural or manmade disasters, national emergencies, and continuity of operations; (2) collecting information from multiple sources to include other governmental agencies and entities, evaluating and analyzing data for use during preparedness, response and recovery operations; (3) assisting in preparing strategic and operational level situation reports, readiness evaluation documents and/or other high level reports; (4) determining resource needs to support emergency operations for public works areas of assigned responsibility such as Emergency Support Function Number Three (ESF#3), Flood Fighting, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Specialized Experience for the GS-13: One year of specialized experience which includes (1) performing program management duties by developing regional policy and response procedures for planning teams; (2) developing reports by combining information from multiple sources to evaluate data for use during preparedness, response and recovery operations; (3) preparing, coordinating, and/or executing response and recovery plans, using clear and concise instructions, for natural or manmade disasters and other events of national significance; (4) developing and performing exercises, training and/or briefings to educate others; (5) determining resource needs to support emergency operations for public work areas of assigned responsibility such as Emergency Support Function Number Three (ESF #3), Flood Fighting, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
