This position is located within the Allowances Division, under the operational control of the Defense Personnel Analytics Center (DPAC), as part of the Defense Human Resources Activity. The incumbent serves as a senior Statistician/Economist with responsibility for managing the Overseas Housing Allowance, Overseas Cost of Living Allowance (COLA), and Continental U.S. COLA programs.

Duties

Help

As a Interdiscplinary (Statistician/Economist) at the GS-0110/1530-11/12/13 some of your typical work assignments may include:

  • Provides expert technical advice to the Department on the Overseas Housing (OHA) and Cost-of-Living Allowance (OCOLA) and Continental U.S. (CONUS) COLA programs which amount to over $3B in annual spending. Serves as technical advisor, agency contact and liaison for allowance programs. Interacts with high-ranking government officials within and outside of DoD as well as members of private firms that are involved in prescribing allowances. Discusses, describes, explains, and defends the OHA, OCOLA, and CONUS COLA programs.
  • Modifies established methods and procedures for the accomplishment of OHA and COLA surveys. Obtains statistical data from various sources. Analyzes and validates data collected and proposes formal allowance recommendations. Performs in-depth analyses of specific problems reported, investigates problems as related by specific duty stations/countries through correspondence and in some cases conducts site visits to duty stations to observe problems.
  • Trains individuals/points of contact who have been assigned to collect data and explains the allowance programs to station commanders and other personnel assigned. Visits facilities at the duty station and in the local economy to determine adequacy of allowances and makes decisions and recommendations on solving any observed problems. Remains abreast of worldwide changes in governments that affect economic stability and economic conditions and emergency situations requiring administrative adjustment of allowances or other special assistance.
  • Maintains contact with individuals from a variety of organizations inside and outside the Federal Government including the Bureau of Labor Statistics, Department of State, Department of Commerce, Office of Personnel Management, Defense Manpower Data Center (DMDC), Government Accountability Office (GAO), DoD Inspector General (DoDIG), branches of all uniformed Services and other government, private and commercial sources to obtain data, share information, and keep abreast of the latest developments and trends in the field of allowance methodologies and procedures.

Qualifications

You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

  1. Modifies established methods and procedures for the accomplishment of housing and cost-of-living surveys.
  2. Obtains statistical data from various sources.
  3. Analyzes and validates data collected and proposes formal housing and cost-of-living allowance recommendations.
  4. Performs in-depth analyses of specific problems reported as part of a team, investigates problems as related by specific duty stations/countries through correspondence, briefings, and in some cases conducts site visits to duty stations to observe problems; OR
B. I possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

You may qualify at the GS-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  1. Modifies established methods and procedures for the accomplishment of housing and cost-of-living surveys.
  2. Obtains statistical data from various sources.
  3. Analyzes and validates data collected and proposes formal housing and cost-of-living allowance recommendations.
  4. Leads in-depth analyses of specific problems reported, investigates problems as related by specific duty stations/countries through correspondence, briefings, and in some cases conducts site visits to duty stations to observe problems;
You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  1. Oversees established methods and procedures for the accomplishment of housing and cost-of-living surveys.
  2. Obtains statistical data from various sources.
  3. Analyzes and validates data collected and proposes formal housing and cost-of-living allowance recommendations.
  4. Oversees in-depth analyses of specific problems reported, investigates problems as related by specific duty stations/countries through correspondence, briefings, and in some cases conducts site visits to duty stations to observe problems.;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Economics Series:

Basic Requirements

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR

  2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

  1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Statistics Series:

Basic Requirements:
  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
