This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of Emergency Management (OEM), Interior Operations Center (IOC) in Washington, DC. The incumbent will work within the IOC, the Department's 24/7/365 emergency operations center, that conducts coordination of emergency operations including the collection, analysis, and dissemination of watch and warning information, monitoring of operational activities, provision of situational awareness for senior leadership, and the coordination of operational activities across bureaus and offices and with other Departments and agencies.

The incumbent serves as an Emergency Management Specialist (Watch and Warning Specialist) and facilitates the flow of information related to emergency management, law enforcement, intelligence, wildland firefighting, and other emergency activities of the Department, bureaus and offices, and interagency partners.

The incumbent serves in an Emergency Management Training Certification Program. Performs duties characteristic of the Emergency Management Specialist, accomplishing a variety of duties in support of the overall work of the organization.

At the full performance level GS-12, the major duties of this position include but are not limited to the following:

  1. Monitors multiple information sources to collect, analyze, verify, prepare and disseminate information to ensure immediate notifications and alerts are made to key personnel regarding significant events that are affecting or could affect DOI facilities and/or personnel.
  2. Maintains situational awareness of evolving incidents and events in order to develop and maintain a Department level common operating picture.
  3. Tracks and reports critical incidents, monitors ongoing events for new and updated information, executes standard operating procedures and maintains comprehensive watch office logs and vital records.
  4. Prepares required alerts and notifications to relay updated information regarding emergency management activities and events to a large interagency audience.
  5. Maintains proficiency in the operation of IOC communication and IT systems to facilitate information sharing, disseminate alerts and notifications and operate classified IOC communication systems.
  6. Performs activities in support of the Interior Operations, Office of Emergency Management, the Department's emergency management program, and the Secretary of the Interior in operational areas such as analysis and productions, modeling, innovation, and tools development.
  7. Leads workgroups and facilitate emergency management projects in support of the office's strategic goals and initiatives.
Individuals must be able to operate in austere and operationally challenging environments during activations or deployments. Demanding travel and/or work schedules may be required during emergencies. The incumbent must be prepared to work extended hours during emergency operations with little or no notice. The position may also require the incumbent to don respiratory or other personal protective equipment.

Position requires a Secret security clearance. This is a drug-testing designated position.

The incumbent is designated as an Emergency Employee and is subject to recall around the clock for emergency management operations or situation dealing with national security emergencies or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations. The Mission-Critical employee reports for work at regular or alternate worksites, as needed. Incumbent serves as a member of a Continuity of Operations team.

NOTE: This position has been identified for Emergency Operations Division Position Development and Qualification System certification established by the Office of the Secretary, Office of Emergency Management. Upon meeting regulatory and performance requirements incumbent may be non-competitively reassigned to the position of Emergency Management Specialist (Watch and Warning Specialist). The incumbent must submit to a Top Secret - SCI background investigation upon entering this position. Failure to obtain the certification or TS/SCI background investigation may subject the incumbent to adverse action up to and including removal.

This vacancy may be used to fill additional positions as vacancies become available.

Salary Range Information:
GS-11: $74,950 - $97,430 per annum
GS-12: $89,834 - $116,788 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the Basic Educational Requirement and/or the Specialized Experience for the series/grade to which you are applying.

GS-11: To qualify at the GS-11 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-09 level OR you must meet the educational qualification requirements for the GS-11.

A. Educational Qualification Requirements: Ph.D. or equivalent doctoral degree
or 3 full years of progressively higher level graduate education leading to such a degree
or LL.M., if related and have submitted my transcripts to verify this information or equivalent combination of education and specialized experience that totals 100% of the experience requirement to qualify.

*Transcripts are required to be submitted if qualifying by virtue of education. If transcripts are not submitted, application will be disqualified.*

B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) gathering Department-wide and/or organization-wide situational awareness and developing a common operating picture.
2) working with various levels of management in an emergency management organization that uses accepted emergency management systems (such as: NIMS, ICS, NRF) as a foundation to gather, prepare and communicate critical information during emergencies, including natural and manmade disasters, wildland fires, technological emergencies, oil spills and hazardous materials incidents and other emergencies.
3) demonstrating a firm understanding of the structure of emergency management organizations regarding how the organization works cooperatively with Federal, State, Tribal, and local governments or non-governmental/private sector organizations during an emergency of national significance.
4) receiving, analyzing and evaluating critical, time-sensitive information regarding nationally significant emergencies.

GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. 4) participating in emergency management response and mitigation planning.
5) utilizing information technology and communications systems to gather information and disseminate reports and alert notifications.
6) receiving, analyzing and evaluating critical, time-sensitive information regarding nationally significant emergencies, as well as preparing and disseminating clear, concise and timely reports that comply with all required emergency management policies and procedures.
