The incumbent serves as the Senior Electrical Engineer within the Department of Veterans Affairs, Office of Acquisition, Logistics, and Construction, Office of Construction and Facilities Management, Consulting Support Service, providing consulting services on the design of electrical, lighting, power, emergency, communications, fire alarm, security, and telecommunications systems. The incumbent also serves as the Departmental expert in all areas related to code compliance, construction issues, and electrical fire and safety requirements. Consulting Support Office supports all components of the Department of Veterans Affairs nationwide including professionals within CFM and offices external to CFM.
The incumbent resolves the most unusual and most complex problems and difficulties with electrical design and construction for specialized VA facilities and provides electrical engineering consulting support to CFM members and field engineering offices on the application of advanced electrical engineering methodologies. The incumbent also resolves the most difficult technical issues and problems that rise to the Director, Consulting Support Service level from the VISN Support Service Center staff, VISN staff, Medical Center Engineers, Resident Engineers, subordinate staff, and Architectural/Engineering consultants. These are issues that have resisted resolution by full performance engineers and architects at lower levels or wherever selecting the best approach from multiple options is in dispute. Handles especially complex or sensitive assignments originating from top Departmental and VHA officials. Such assignments are characterized by the interest of high-level officials such as the Chief Facilities Management Office, the Under Secretary for Health, the Secretary of Veterans Affairs, members of Congress or high-ranking officials of the various Veterans Service Organizations.
Provides technical consultation to VA officials. Provides electrical engineering expertise on the review of electrical engineering designs and proposed replacement systems. Conducts studies to resolve and troubleshoot problems that occur throughout the various design stages and throughout the various design stages and through construction. Participates in the inspection and evaluation of installed systems. Meets with private Architectural and Engineering consultants, contractors, healthcare representatives, physicians, dentists, and other professional medical personnel to explain design concepts and techniques and to obtain input on medical care changes that have an impact on electrical design and construction aspects. Develops training courses to enhance the professional knowledge and understanding of the design of electrical systems unique to hospital construction. Conducts training sessions to field engineering personnel and FM officials· to keep them abreast of changes in the state of the art of electrical systems and how they apply to medical facilities.
