Duties

Help

Leverage functional expertise and provide close and continuing leadership and oversight for a diverse program of efforts to assure the Command's RM activities are conducted and documented consistent with regulatory and higher echelon requirements and standards to ensure its records are created, retained, and managed in electronic formats with appropriate metadata.

Makes recommendations to the supervisor for refinement of objectives, priorities, strategies, and investments to improve the efficiency and effectiveness with which RM services are provided across the Command.

Represents the Command and the DoD cyberspace program community as an actively participating member of intra-DoD and inter-agency working groups and committees tasked to assess the effects of changing business operations and ever-increasing use of information technology-based (IT-based) tools on RM functions.

Maintains broad, up-to-date working knowledge of the primary functions of the Command Secretariat, which enables the incumbent to provide essential support for these functions during surge workload periods.

  • All new CES employees are required to complete a three-year CES trial period.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Must be registered for Selective Service, see Legal and Regulatory Guide.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • Employee must maintain current certifications.

  • It is desired that the incumbent should possess or achieve (within a year of appointment) certification as a Certified Records Manager (CRM) through the Institute of Certified Records Managers (ICRM).
  • As an alternative, the supervisor may approve completion of a similar functional certification or DoD-sponsored training courses that allow the incumbent to demonstrate the same competencies addressed by the CRM certification.
  • Must successfully complete continuing education requirements essential to maintain this professional certification and to maintain current knowledge of relevant regulations and policies, facilitating technologies, and gov't/industry best practices.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge and skill in applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of the programs operations; knowledge of pertinent Federal and Public laws, regulations, policies, and precedents that affect the Records Management, Privacy Act, Freedom of Information Act and information life cycle management programs, including web-content management; knowledge of operating systems software and database concepts to envision programs that would be encountered by application programmers using various database structures. My experience basic knowledge of technical architecture associated with local wide area networks to include central processing units, peripheral storage devices and systems development life cycle in order to plan for the future of electronic records management; knowledge of Information Management theories, principles, practices and techniques in order to provide guidance, interpretation, and advice to all customers; knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and software; the ability to evaluate computer system design, prototypes, and computer applications, and to interact with specialists in the design and development phases of projects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of records management (RM) concepts, methods, and tools, and ability to tailor their application to the particular RM needs and operational parameters of supported programs.

2. Knowledge of federal regulations and DoD policies and standards governing all phases of the RM function, and ability to select from among and apply these guidelines to provide implementation guidelines for supported programs, and to advise program managers on application to complex situations.

3. Practical knowledge of DoD cyberspace operations and ability to leverage this knowledge to define optimized and feasible for implementation RM strategies and programs.

4. Knowledge of and skill in applying analytical methods associated with assessment of operational and mission essential programs like RM to provide leaders with quantitative means of assessing program efficiency and effectiveness.

5. Knowledge of and skill in applying project management concepts, methods, and tools to document project plans, budgets, and schedules, and to use these means to integrate a multiplicity of efforts to achieve stated objectives.

6. Ability to work closely and collaboratively with technical and functional leads and subject matter experts to define, develop, and oversee continuing implementation of RM methods and tools that are responsive to their operational requirements.

7. Ability to communicate highly complex information in written and oral forms.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
