Duties

Help
  • Provide leadership in the formulation and execution of Division policies, programs of NAL and services ensuring conformance with applicable NAL, Departmental, and Federal laws, rules and regulations.
  • Participate in the development of plans and policies for national and international cooperation in the creation, distribution, and availability of agricultural information.
  • Manage budget and program planning, developing, executing and evaluating Division polices, programs and services.
  • Develop partnership opportunities with government agencies, land-grant universities, industry, and professional organizations to promote effective information management.
  • Provide technical and administrative supervision to staff, students, interns and volunteers.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS- 15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes crossing discipline boundaries between the fields of library and information sciences, information management and web-based information systems, and a scientific or technical area, such as agricultural or life sciences; preparing, justifying, and administering the budget for an organization's library programs and operations and determining funding through a variety of methods and sources; planning and developing protocols and procedures to improve the handling of materials, including streamlining metadata creation; and educating professional and support staff throughout an organization in the use of new technologies, tools and formats.

Supervisory and Administrative Requirement: For positions concerned with administration, management, or direction of library programs, candidates must meet all other requirements for the particular grade and also show that they possess the required administrative and/or managerial ability to perform successfully the duties of such positions. Education, training, or experience of the candidate should demonstrate, e.g., ability to manage or direct a library, group of libraries, or library system; ability to plan, organize, and direct the development and execution of library programs, policies, and procedures; ability to plan or conduct management studies, public relations, and educational activities, ability to plan, develop and carry out administrative activities of the library or library system concerned with budget and finance, personnel, plant and equipment, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
