Duties

Help
  • Serves as a software representative, advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing and embedded real time software systems.
  • Applying substantial knowledge of information technology principles and software development practices and methodologies, evaluates adequacy of suppliers' software engineering program to achieve design and development objectives.
  • Provides award fee evaluation inputs.
  • When delegated, provides comments on test plans, test procedures, qualification testing, engineering changes, deviations, and waivers.
  • Provides an independent analysis (verification and validation) of software metrics such as execution time and memory budgets for programs, routines, systems, etc., in context of the total system requirements.

Qualifications

To qualify for a IT Specialist (APPSW), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Experience applying Federal statutes, the Federal Acquisition Regulation {FAR) to administer a group of complex contracts.
  • Experience using negotiation and communication techniques in order to conduct post award negotiations and a variety of contractual agreements.
  • Experience using cost and price analysis techniques sufficient to compare proposals.
  • Experience using business and industry practices to identify factors affecting contractor's costs, to understand commercial pricing policies, use of catalogues, comparative analysis, and price-based techniques.
  • Experience conducting on-site surveys to assess contractor's ability to perform.
  • Experience applying cost accounting standards and accounting practices in order to review and draw accurate conclusions on contract provisions.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education
