Duties

Help

As a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) (TITLE 5), GS-0201-7/9, you will perform position classification and provide limited position management advisory services.

  • Accomplish position classification, to include, but not limited to, establishing local exception position descriptions.
  • Implement standardized and benchmark position descriptions for a variety of professional, administrative, technical, trades and labor occupations to include positions for which no classification or job grading exist.
  • Assist supervisors in determining the need for an exception position description and classify position based upon knowledge of the position and the organization's mission.
  • Endorse requests for the establishment of an exception position description to the appropriate manpower.
  • Assist with or implement classification releases and related manpower changes.
  • Ensure timely implementation and initiate action to resolve problems or conflicts.
  • Perform desk audits and make classification determinations on positions within authority.
  • Evaluate positions by reference to the applicable Office of Personnel Management Position Classification/Job Grading Standards procedures determining pay plan, occupational series, grade, and title.
  • Prepare classification appeal statements.
  • Provide advice on classification appeal procedures and furnish evaluation reports and other required information to higher level authorities.
  • Provide management advisory services.
  • Advise on classification impact when changing or creating duty assignments.
  • Administer periodic or organizational review program and conduct random desk audits as part of the review process.
  • Advise supervisors and employees on grade determining factors, position design concepts, supervisory ratio, and impact on other positions.
  • Ensure position structures achieve the optimum balance between economy, efficiency, skills utilizations, and employee development.
  • Review requests for personnel and position actions to determine impact on position classification and position management matters.
  • Coordinate personnel actions with the appropriate HR Specialists as necessary.
  • Prepare and classify statements of difference and amendments to standard position descriptions as required.
  • Maintain full-time manning documents
  • Input manpower and classification related transactions into an automated personnel system.
  • Perform quality reviews of information maintained and final products to ensure correctness of data.
  • Research discrepancies/rejects and work with the appropriate specialist to resolve problems.
  • Educate managers and supervisors relative to their position management responsibilities through formal classroom and one-on-one training.

Qualifications

GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools in human resources business programs and have a validated understanding of the basic principles and concepts of this occupational series and grade.

SPECIALIZED EXPERIENCE: GS-09 Level - Must possess at least at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description; must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing; experienced in performing personnel program requirements that involve advising supervisors and managers; classification and position management GS-07 Level - Must possess at least one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee; have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency; experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data; experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions; and must have at least three months experience, education, or training which provided a basic working knowledge of personnel programs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. For a GS-07 position you must have served 52 weeks at the GS-05 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/ university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
