Duties

Help

As of Wildland Fire, the incumbent is responsible for the policy development and management of fire and aviation programs in accordance with BIA's goals and objectives. The Assistant Deputy Bureau Director will ensure that proper measures are designed and implemented to improve the safety of all firefighters (ground and air) and that proper linkages exist between policy and operational activities directly related to firefighting safety.

The Assistant Deputy Bureau Director represents the BIA Director, Assistant Secretary of Indian Affairs and, upon request, the Secretary of the Interior on fire and aviation management matters involving tribal lands. The Assistant Deputy Bureau Director provides the DBD Trust Services and BIA Director with substantive policy guidance on evaluation, assessment and studies relating to these programs.

Through interdisciplinary task forces and coordination, develops recommendations for BIA and the DOI, which establish and implement the long-term vision of the DOI Leadership in wildland fire management. Ensures that the BIA plays a major role in identifying research needs; providing international technical assistance; developing technical and educational publications and materials; developing training for employees and affected publics; enhancing recruitment, orientation and retention of diverse, high quality, highly motivated fire and aviation personnel and other activities.

The Assistant Deputy Bureau Director establishes policy direction for BIA fire and aviation management programs. Reviews and approves policies, programs, and regulations proposed for these programs for the protection and enhancement of resources on tribal reserved interests for the Federal Government. Ensures that fire management is incorporated into decisions related to management of healthy rangelands, weed control, land use planning and other activities.

Coordinates the DOI-wide implementation of audit and study recommendations regarding the fire and aviation programs. Keeps DOI leadership and the BIA Director/Deputy Directors apprised of all policies, procedures and recommendations regarding fire and aviation programs on tribal lands. Ensures that evaluations of fire and aviation program are conducted, as needed, to maintain the highest quality.

Qualifications

If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a narrative statement covering each of the Technical Qualifications (TQ's) listed below (not to exceed 8 pages). You do not need to submit a narrative on the ECQs which have been already certified by OPM. (SES CDP graduates should submit a copy their CDP program certification with their package.)

ECQ AND TQ NARRATIVES ARE REQUIRED BY ALL OTHER CANDIDATES.
Your narrative submittals should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. ECQ narratives are limited to 10 pages total; TQs are limited to 8 pages total. If you exceed the page limit for ECQs and/or TQs your application will not be considered.

TECHNICAL QUALIFICATIONS;
1. Knowledge of and ability to implement the laws, regulations, Executive Orders, Secretarial
Orders, etc., governing tribal land/natural and cultural resources management.

2. Knowledge of tribal land/natural and cultural resources program development, policy
formulation, program and budget accomplishment, as well as how top level government
procedures and decision making are handled.

3. Knowledge of and ability to work collaboratively to coordinate fire and aviation related
policy and program development, safety, and operational activities directly related to fire
and aviation management in the interagency and intergovernmental environment.

4. Ability to present, discuss and defend major program objectives before Congress, national
and international organizations; scientific and professional organizations; Federal State,
Tribal, and local governments; interagency groups; private industry, special interest
groups; and public meetings which often involves dealing with highly controversial and
sensitive issues.
